About this file

The City of Tallahassee has issued a Request for Qualifications (RFQ) RFSQ-086-25-CW for design services for the Jake Gaither Community Pedestrian and Street Safety (PASS) Project, funded through the U.S. Department of Transportation's Safe Streets and Roads for All (SS4A) Grant Program. The project aims to design safety improvements for infrastructure within the historically disadvantaged Jake Gaither Community, including roadway and pedestrian safety enhancements on Ridge Road, N. Ridge Road, Springsax Road, Bragg Drive, Creek Road, Bunche Avenue, and Tanner Drive. The RFQ was released on 7/07/2025, with a mandatory pre-proposal meeting on 7/15/2025, questions due by 7/18/2025, and responses due by 8/07/2025 at 4:00 PM. The project is divided into two phases: a 14-month Base Phase (Pre-NEPA) for environmental permitting and a 22-month Phase 1 for final design, right-of-way, and utility relocation.

The contract will be awarded through a competitive selection process using the Consultants' Competitive Negotiations Act (CCNA), with evaluations based on technical scores across six criteria including executive summary, experience and staffing plan, resumes, past performance, and project understanding. The City reserves the right to shortlist top-ranked respondents and potentially conduct interviews. The project is funded by a federal grant, and respondents must have a team member prequalified in FDOT Group 3.1, Minor Highway Design. The selected consultant will provide comprehensive engineering services including surveying, right-of-way verification, sidewalk/roadway design, environmental support, permitting, utility coordination, and construction bid document preparation. Blueprint Intergovernmental Agency may also leverage the project to include additional improvements like a trail connection and sharrows, though these will not be subject to grant funding.

If litigation is filed in relation to such request and the Respondent is not initially named as a party, the Respondent shall promptly seek to intervene as a defendant in such litigation to defend its claim regarding the confidentiality of such material.

This provision shall take precedence over any provisions or conditions of any submittal submitted by a Respondent in response to the solicitation and shall constitute City's sole obligation with regard to maintaining confidentiality of any document, material, or information submitted to the City.
