About this file

This document is a Request for Qualifications (RFQ) issued by the City of Tallahassee, Florida, in collaboration with the United States Department of Transportation (USDOT) under the Safe Streets and Roads for All (SS4A) Grant Program. The city is seeking a qualified engineering firm to provide comprehensive design services for the Jake Gaither Community Pedestrian and Street Safety Project. The project aims to implement Federal Highway Administration Proven Safety Countermeasures within the historically disadvantaged Jake Gaither Community, focusing on infrastructure improvements along Ridge Road, N. Ridge Road, Springsax Road, Bragg Drive, Creek Road, Bunche Avenue, and Tanner Drive. The design services will include walkways, crosswalk visibility enhancements, roadway design improvements at curves, clear zone mitigation, and enhanced pavement markings, with a priority on creating complete streets that benefit all roadway users.

The project is fully funded through a federal grant, with a requirement that the selected consultant or sub-consultants have at least one team member prequalified in Group 3.1, Minor Highway Design. The total project scope involves designing safety improvements that will ultimately enhance pedestrian and vehicular safety in the community. While specific budget details are not explicitly stated, the document indicates that the project will be executed under federal grant terms, which include specific reporting, monitoring, and compliance requirements. The contract will involve detailed design services leading to infrastructure improvements, with the ultimate goal of reducing traffic-related injuries and fatalities through strategic roadway and pedestrian infrastructure enhancements.

GENERAL TERMS AND CONDITIONS

The Infrastructure Investment and Jobs Act (Pub. L. 117–58, November 15, 2021; also referred to as the “IIJA”) established the Safe Streets and Roads for All (the “SS4A”) Discretionary Grant Program (IIJA Section 24112) and appropriated funds to the United States Department of Transportation (the “USDOT”) under Division J, Title VIII of IIJA to implement the program.

The funds are available to provide Federal financial assistance to support local initiatives to prevent death and serious injury on roads and streets, commonly referred to as “Vision Zero” or “Toward Zero Deaths” initiatives.

The USDOT published a Notice of Funding Opportunity (the “NOFO”) to solicit applications for Federal financial assistance in Fiscal Year 2024 for the SS4A Discretionary Grant Program.

These general terms and conditions are incorporated by reference in a project-specific grant agreement under the fiscal year 2024 SS4A grant program. Articles 1–6 are in the project-specific portion of the agreement. The term “Recipient” is defined in the project-specific portion of the agreement. Attachments A through F are project-specific attachments.
