About this file
This is a Request for Proposals (RFP) issued by Southwest Technical College in Utah for the design, fabrication, and installation of a modular IV Cleanroom Training Suite for its Pharmacy Technician Program. The project consists of two interconnected rooms—an Ante Room (gowning area) and a Buffer Room (cleanroom)—with a combined footprint of approximately 16 feet by 9 feet and 8-foot wall heights. The cleanroom must include a pass-through box between rooms, accommodate a 6-foot Horizontal Laminar Air Flow Hood, and feature modular wall systems with durable, cleanable surfaces and clear or semi-clear panels for visibility. Notably, this is a training-only facility that explicitly excludes HVAC integration, air pressure systems, HEPA filtration, and ISO classification requirements. The deadline for vendor questions is May 20, 2026, with proposals due by May 22, 2026, submitted electronically to Eliza DeMille at edemille@stech.edu. The resulting contract will be valid for one year with pricing remaining valid throughout the contract period.
Vendors must submit both design and cost proposals, with cost identified as the primary evaluation factor, followed by design and layout functionality, installation timeline, and vendor experience with cleanroom or modular lab environments. Cost proposals must include materials, fabrication, delivery, installation, and any optional features. Vendors should demonstrate relevant experience through past projects and references and must be capable of full fabrication, delivery, and on-site installation with minimal disruption to the existing facility. The RFP emphasizes durability, simplicity, and a realistic training environment, with design flexibility encouraged provided all required elements are included. No specific funding amounts or sources are identified in the solicitation documents.

REQUEST FOR PROPOSALS (RFP)
IV Cleanroom Training Suite (Ante Room & Buffer Room)
Southwest Technical College – Pharmacy Technician Program
Issued By:
Southwest Technical College Key Dates & Submission Details RFP Release Date: 05/08/2026 Deadline for Questions: 05/20/2026 Proposal Due Date: 05/22/2026 Submission Instructions:
Proposals must be submitted electronically via email to:
Eliza DeMille, edemille@stech.edu
Background / Purpose Southwest Technical College is seeking proposals from qualified vendors to design, fabricate, and install a training-focused IV Cleanroom suite for use in the Pharmacy Technician Program.
This cleanroom will be used strictly for educational and simulation purposes, not for sterile compounding compliance. Therefore, the design will intentionally exclude certain regulatory systems (e.g., air handling and pressure systems) while maintaining realistic structural layout and workflow.
The goal is to provide students with a hands-on learning environment that closely mirrors a real-world cleanroom in layout and function.
Project Overview The project consists of a modular cleanroom suite, including:
● One Ante Room (gowning area)
● One Buffer Room (cleanroom)
The combined footprint should be approximately:
● 16 feet (length) x 9 feet (width)
● Wall height: 8 feet
The layout should follow a standard workflow from the ante room to the buffer room, with appropriate separation and access.
Scope of Work The selected vendor shall provide all labor, materials, design, and services required to deliver a fully functional cleanroom training suite.
This includes, but is not limited to:
A. Design & Layout
● Provide a complete cleanroom layout including:
○ Ante room and buffer room configuration
○ Door placement and workflow
○ Equipment placement (including hood)
● Submit:
○ Floor plan
○ 3D rendering or visual design
○ Equipment layout
B. Cleanroom Construction
● Modular wall system (approx. 8 ft height)
● Durable, cleanable surfaces suitable for training use
● Clear or semi-clear panels for visibility (preferred)
● Doors with viewing windows
C. Required Features The cleanroom must include:
● Pass-through box/window between the ante room and the buffer room (similar to 24” interlocking passthrough shown in reference design)
● Buffer room space to accommodate:
○ One 6-foot Horizontal Laminar Air Flow Hood
● Ante room features:
○ Space for gowning activities
○ Optional sink or utility area (if proposed)
D. Excluded Systems (IMPORTANT) This project is for training only, and the following must NOT be included:
● No ceiling system
● No HVAC integration
● No air pressure system
● No HEPA filtration or air-cleaning systems
● No ISO classification requirements
E. Installation
● Delivery and on-site installation
● Coordination with the college for scheduling
● Minimal disruption to the existing facility
● Final walkthrough and acceptance
Vendor Requirements Vendors must:
● Provide both a design AND a cost proposal
● Demonstrate experience with:
○ Cleanroom construction OR
○ Modular lab/medical environments
● Be capable of:
○ Fabrication
○ Delivery
○ Installation
Proposal Requirements Proposals must include:
1. Design Submission
● Floor plan
● Room dimensions
● Equipment layout
● Visual rendering (preferred)
2. Cost Proposal Must include:
● Materials
● Fabrication
● Delivery
● Installation
● Any optional features
Pricing must be valid for one (1) year.
3. Project Timeline
● Estimated fabrication time
● Delivery timeframe
● Installation duration
4. Company Qualifications
● Relevant experience
● Past projects (cleanroom or similar)
● References (optional but preferred)
Contract Term The resulting contract will be valid for one (1) year Pricing must remain valid for the full contract period
Evaluation Criteria Proposals will be evaluated based on:
1. Cost (Primary Factor)
● Total project cost
● Value for scope provided
2. Design & Layout
● Functionality for teaching
● Efficient use of space
● Realistic workflow
3. Installation Timeline
● Speed of delivery and installation
● Ability to meet program needs
4. Vendor Experience
● Relevant project history
● Quality of previous work
Evaluation Process
● Proposals will be reviewed for completeness and compliance
● Scoring will be based on the evaluation criteria above
● The College reserves the right to request clarifications or revisions
Additional Notes
● This cleanroom is strictly for instructional use
● Vendors should prioritize:
○ Durability
○ Simplicity
○ Realistic training environment
● Design flexibility is encouraged, provided all required elements are included
