E. Instructions to Offeror
1. The RFP is not intended to limit a proposal's content or exclude any relevant or essential data. Offerors are at liberty and are encouraged to expand upon the specifications to evidence service capability.
2. The Procurement Unit reserves the right and may reopen this solicitation, or create a new solicitation if it determines there may be more competition for the procurement item than when the original solicitation was posted.
F. Scope of Work
Gateway Preparatory Academy is soliciting proposals from qualified contractors to provide comprehensive roof replacement services for its facility. The project includes the following general scope:
● Removal and disposal of the existing roofing system in accordance with applicable codes and safety standards.
● Identification and remediation of any damaged or deficient deck components uncovered during the project.
● Installation of new tapered insulation to facilitate proper drainage and prevent ponding.
● Installation of a high-performance, thermoplastic single-ply membrane roofing system (80 Mil minimum TPO or equivalent) with reinforced seams.
● Installation of a new layer of high-efficiency insulation to improve energy performance.
● Inclusion of weather-resistant detailing such as edge protection, flashing, and terminations that support full building envelope protection.
● Installation of new supports for rooftop mechanical and gas utility lines.
● Restoration or replacement of any exterior finishes or materials, including stucco or sealant joints.
● Provision of a comprehensive roofing system warranty that reflects long-term performance standards (30 years preferred).
● The selected contractor must complete all project work no later than June 15, 2026, to ensure minimal disruption to school operations. A general project schedule outlining key milestones and completion timeline must be included with the proposal.
G. Mandatory Minimum Requirements
Offerors must meet the following mandatory requirements to be considered responsive.
Each item must be addressed in a narrative response and, where applicable, be supported by documentation.
1. The Offeror must be on the DFCM Prequalified Roofing Contractors list.
2. The Offeror must possess a current Utah contractor license for commercial roofing and carry all required liability and worker’s compensation insurance.
3. The Offeror must confirm their capability and intent to fulfill the full scope of work as described in the RFP.
4. The Offeror must demonstrate the ability to provide a manufacturer-backed system warranty covering both materials and workmanship.
5. The Offeror must be able to provide documentation of certification by the manufacturer of the proposed roofing system, authorizing them to install and warrant the system.
6. The Offeror must confirm their ability to complete the project within the proposed deadline (June 15, 2026) and provide a general project schedule.
H. Technical Criteria
Each responsive proposal will be evaluated on the technical criteria listed below. These criteria are subjective in nature and are intended to assess the Offeror’s capability, experience, methodology, and overall value in addressing the scope of work. Proposals will be scored by the evaluation committee based solely on the information provided in the response to this RFP.
1. Technical Category #1 (20 Points): Project Understanding & Approach Clarity and quality of the proposed approach to completing the roofing replacement project, including methods for removal, installation, site safety, and managing environmental/weather conditions.
2. Technical Category #2 (15 Points): Project Schedule & Timeline Completeness and realism of the proposed schedule. Demonstrates ability to meet the required completion deadline with identified milestones.
3. Technical Category #3 (10 Points): Personnel Qualifications Experience and qualifications of key project personnel, including certifications, training, and roles/responsibilities.
4. Technical Category #4 (15 Points): Warranty & Long-Term Value Description of warranty terms, manufacturer involvement, and value-added features that support the long-term performance of the roof system.
For ease of evaluation, the proposals must provide a point-by-point response, addressing in detail each area of the evaluation criteria, including addressing how the point-by-point response addresses the issues discussed in this RFP.
I. Cost Submission/Price Guarantee
1. Pursuant to Utah Code Annotated (UCA) § 63G-6a-707(7), the cost proposal will be evaluated independently from the technical proposal; and as such, must be submitted separately from the technical proposal. Offerors must not include costs or pricing data in their responses to the mandatory minimum requirements and the technical response.
Offeror must include a complete cost proposal in their proposal by completing the attached Cost Sheet. If an Offeror fails to include a complete cost proposal, then its proposal will be considered non-responsive and the proposal will be rejected.
Failure to submit cost or pricing data separately will result in Offeror’s proposal being judged as non-responsive and ineligible for contract award.
II. Evaluation Process
1. Stage 1: Initial Review
In the initial phase of the evaluation process, the Procurement Unit will review all proposals received timely. Non-responsive proposals not conforming to RFP requirements or unable to meet the mandatory minimum requirements will be eliminated from further consideration.
2. Stage 2: Technical Proposal Evaluation
Responsive proposals will then be evaluated by an evaluation committee appointed by the Procurement Unit against the proposal technical criteria noted in this RFP.
Proposals will be evaluated against the technical criteria as follows:
Technical Criteria:
1. Technical Category #1 (20 Points): Project Understanding & Approach
2. Technical Category #2 (15 Points): Project Schedule & Timeline
3. Technical Category #3 (10 Points): Personnel Qualifications
4. Technical Category #4 (15 Points): Warranty & Long-Term Value
Total Technical Points Possible: 60 Points
Offerors that achieve minimum score threshold of 40 points will proceed to the Final Stage: Cost Proposal Evaluation. Offerors with a score of less than the minimum required technical points will be deemed non-responsive and ineligible for further consideration.
The evaluation committee, for this RFP, will tally the final scores for criteria other than cost to arrive at a consensus score by the following method: an average of the individual scores.
3. Final Stage: Cost Proposal Evaluation
Offerors successful in the technical evaluation will advance to the Final Stage: Cost Proposal Evaluation.
The Offeror with the lowest total cost will receive the maximum points of 40 points. Points assigned to each Offeror’s cost proposal will be based on the lowest proposal price.
The Offeror with the lowest total cost will receive 40 points or 100% of the total cost points. All other Offerors will receive a portion of the total cost points based on what ratio higher their Proposed Price is than the Lowest Proposed Price.
The formula to compute the points is: Cost Points x (Lowest Proposed Price/Proposed Price).
K. Protected Information
Offerors may request that part of its proposal be protected by submitting a Claim of Business Confidentiality Form.
Pricing may not be classified as confidential or protected and will be considered public information.
Process for Requesting Non-Disclosure: To protect information under a Claim of Business Confidentiality, an Offeror must complete the Claim of Business Confidentiality form, at the time the proposal is submitted, with the following information:
● Include a concise statement of reasons supporting the claim of business confidentiality (Subsection 63G-2-309(1)).
● Submit an electronic “redacted” (excluding protected information) copy of the proposal. Copy must clearly be marked “Redacted Version.”
The Claim of Business Confidentiality form may be accessed at:
https://purchasing.utah.gov/wp-content/uploads/Business-Request-for-GRAMA-Busines s-Confidentiality-Claim.pdf
An entire proposal cannot be identified as “PROTECTED”, “CONFIDENTIAL” or
“PROPRIETARY”.
Redacted Copy: If an Offeror submits a proposal that contains information claimed to be confidential or protected, the Offeror MUST submit two separate proposals: one redacted version for public release, with all protected business confidential information either blacked-out or removed, clearly marked as "Redacted Version"; and one non-redacted version for evaluation purposes clearly marked as "Protected Business Confidential."
All materials submitted become the property of the Procurement Unit. Materials may be evaluated by anyone designated by the Procurement Unit as part of the evaluation committee. Materials submitted may be returned only at the Procurement Unit's option.
L. Award
To determine which proposal provides the best value to the procurement unit, the evaluation committee shall evaluate each responsive and responsible proposal that has not been disqualified from consideration under the provisions of Part 7 of Utah Code 63G-6a, using the criteria described in this RFP.
It is anticipated that this RFP will result in a single contract award to the responsive and responsible Offeror with the highest overall score justified by the procurement code.
After the evaluation and final scoring of proposals is completed, the Procurement Unit shall award the contract as soon as practicable (subject to the requirements of Utah Code Section 63G-6a-707(10)) to the eligible responsive and responsible Offeror, subject to Utah Code Section 63G-6a-707(10), provided the RFP is not canceled in accordance with Utah Code Section 63G-6a-902.
M.Terms and Conditions
Any contract resulting from this RFP will include, but not be limited to the Standard Terms and Conditions. The Standard Terms and Conditions have been attached in the Files section of Bonfire (See Attachment A).
Exceptions and/or additions to the Standard Terms and Conditions are strongly https://purchasing.utah.gov/wp-content/uploads/Business-Request-for-GRAMA-Business-Confidentiality-Claim.pdf https://purchasing.utah.gov/wp-content/uploads/Business-Request-for-GRAMA-Business-Confidentiality-Claim.pdf discouraged. However, Offerors requesting exceptions and/or additions to the Standard Terms and Conditions must be submitted with the proposal. Exceptions and/or additions submitted after the date and time for receipt of proposals will not be considered.
Offerors may not submit requests for exceptions and/or additions by reference to a vendor's website or URL. URLs provided with a proposal may result in that proposal being rejected as non-responsive. Offerors may submit questions during the Question and Answer period regarding the Standard Terms and Conditions.
The State may refuse to negotiate exceptions and/or additions that are determined to be excessive; that are inconsistent with similar contracts of the procurement unit; to warranties, insurance, or indemnification provisions that are necessary to protect the procurement unit after consultation with the applicable legal counsel; where the solicitation specifically prohibits exceptions and/or additions; or that are not in the best interest of the procurement unit.
For any proposed change(s), Offeror must provide the Attachment A Standard Terms and Conditions for this solicitation in Microsoft Word format with redline edits. Additional terms or documents must be submitted in separate Microsoft Word documents. Offeror must also provide the name, contact information, and access to the person(s) that will be directly involved in legal negotiations.
Any mandatory required acceptance of an Offeror’s terms and conditions may result in the proposal being determined to be non-responsive.
An award resulting from this RFP is subject to successful contract terms and conditions negotiation (if required). UIPA may reject a proposal if the offeror who submitted the proposal fails to sign a contract within 90 days after the contract award.
