About this file
This document is a roofing proposal and specification report for the Cedar City Gateway Academy, prepared by Division 7 BEC on April 29, 2025, detailing the reroofing project requirements. The project involves the replacement of the existing TPO roofing system with a new mechanically fastened 80 mil Versico TPO with OctaGuard roofing system designed to provide a 20-year warranty, or alternatively a 30-year edge-to-edge warranty option. The base scope includes removal of the existing TPO membrane, replacement of damaged insulation, installation of new wall and pipe flashings, addition of tapered EPS crickets to eliminate ponding water, installation of new perimeter and field sheets, and provision of a 20-year No Dollar Limit system warranty. The optional 30-year warranty alternate requires removal of the entire roofing system to wood decking, installation of new plywood deck, new tapered insulation, new Versico VersiWeld TPO membrane with enhanced fastening patterns, and new Versitrim metal fascia. Additional work includes support and adjustment of the existing natural gas line with new Greenlink pipe supports, repair of damaged stucco and sealant joints using Emseal Seismic Colorseal expansion joints, and installation of polyisocyanurate insulation to improve energy performance. The related solicitation (NS26-96 Gateway Preparatory Academy - Roof Replacement) establishes a mandatory pre-bid conference on February 27, 2026, at 10:00 a.m. at 201 E Thoroughbred Way, Enoch, Utah, with questions due by March 2, 2026, at 5:00 p.m., and proposals due March 6, 2026, at 5:00 p.m., submitted to Adam Bealer at adambealer@gpacharter.org.
The specification requires that roofing contractors submit product data, shop drawings, and qualification documentation including proof of manufacturer certification, UL approved listings for the identical roofing system, a sample of the manufacturer's No Dollar Limit System Warranty, ICC-ES research/evaluation reports, and certification of the manufacturer's warranty reserve. Contractors must be pre-qualified by the manufacturer and authorized to install the specific Versico VersiWeld TPO system. The work must comply with ASCE 7-10 standards for wind uplift pressures, achieve MH hail-resistance rating, meet ENERGY STAR requirements, and maintain solar reflectance index standards. Materials must be delivered in manufacturer's original containers, stored according to manufacturer specifications, and the roofing contractor must provide a two-year warranty from substantial completion covering all system components. Weather limitations apply, and contractors discovering discrepancies between existing conditions and drawings must immediately notify the owner's representative and obtain manufacturer approval before commencing work. The specification explicitly states that pro-rated warranties are not acceptable and that bids stating "as per plans and specs" will be rejected.
