Performance Work Statement Summary: RECAP and Repair of Switch Multiplexer Units and Circuit Card Assemblies

This Performance Work Statement (PWS) outlines the contractor's requirements to provide recapitalization (RECAP) and repair services for Switch Multiplexer Units (SMUs) and Circuit Card Assemblies (CCAs) to working condition code A. The contract period consists of one base year (02 November 2026 to 01 November 2027) with two optional 12-month renewal periods extending through 01 November 2029. The contractor must furnish all personnel, equipment, tools, materials, transportation, supervision, and quality control necessary to perform services at the contractor's own facility during business hours of 0800 to 1430, Monday through Thursday, excluding federal holidays. The work involves three primary contract line items: CLIN 0001 (evaluation testing to determine repair/replace/upgrade needs), CLIN 0002 (RECAP consisting of disassembly, cleaning, component replacement, software updates with latest CADCI version CSOLOP, and testing), and CLIN 0003 (repairs beyond standard RECAP requirements to achieve condition code A). Key performance requirements include a 365-day turnaround time for SMUs with 99 percent certification standards, 90-day warranty coverage for out-of-box failures after delivery to LEAD, replacement of specific components (front covers, handles, EMI vents, circuit breakers, fans), software updates, IUID label registration, and detailed test data submission per Acceptance Test Procedure ATP 00-2777981.

The contractor must maintain comprehensive quality control and quality assurance programs, manage government-furnished materials including repairable and non-repairable items from the spares pool, and maintain accurate identification and tracking of all SMU serial numbers throughout the manufacturing cycle. The contract specifies that maximum of four units will be shipped in any three-month period and imposes a 365-day repairable asset replacement requirement to maintain floating asset pools. Contractor personnel must meet security and background check requirements, comply with electrostatic discharge control procedures, and provide Cost of Operations and Other Direct Costs (ODC) accounting. Required deliverables include a Quality Control Plan (CDRL A001), Test Data Sheets per asset (CDRL A002), and 90-day warranty documentation (CDRL A003), all submitted electronically to the Contracting Officer's Representative (COR). The Government furnishes the SMU and packaging/transportation, while the contractor bears all costs for return shipping of completed equipment and materials.
