About this file
This document is a Request for Proposal (RFP) from Dallas Area Rapid Transit (DART) for Employee Assistance Programs (EAP) Services, solicitation number P-2088460. DART intends to award a five-year contract with two one-year options, with an estimated start date of February 1, 2026. The contractor will provide comprehensive EAP services to approximately 3,900 full-time and part-time DART employees and their qualified dependents. Services include counseling, clinical assessments, critical incident stress debriefing, bilingual support, and referrals for issues such as substance abuse, emotional disorders, family crises, and mental health challenges. The pre-proposal conference was held on August 14, 2025, via Microsoft Teams, and proposals are due on August 27, 2025, at 2:00 P.M. local Central Time.
The solicitation includes a 24% Minority/Woman Business Enterprise (M/WBE) participation goal, with requirements for certification and documentation. The current EAP vendor is New Directions Behavioral Health LLC dba Lucet, in place since May 1, 2019. Insurance requirements are extensive, including commercial general liability (minimum $2M per occurrence), commercial automobile liability ($1M), workers' compensation, professional liability ($5M), and cyber liability ($2M). The contractor must provide a 24/7 toll-free answering service and have counselors with PhD or master's degrees in psychology or related fields. DART uses Blue Cross Blue Shield of Texas and is self-funded, which may influence the EAP service requirements.

RFP. No. 2088460 Questions Answers
1 Who is the current vendor for DART? New Directions Behavioral Health LLC dba Lucet, May 1, 2019.
2 How long has the incumbent been in place? Since, May 1, 2019.
3 When is the effective date? New contract est. effective date February 1, 2026.
Given the specialized nature of our business, we don't typically use subcontractors for more than 1% of our work. We're also not registered as a Minority or Woman-Owned Business. We anticipate that any necessary subcontracting work would be less than the M/WBE goals outlined in the RFP. With this in mind, would a subcontracting plan that indicates no planned use of subcontractors still be considered compliant with the RFP's requirements?
No; example(s), certified M/WBE counselor(s) can be used to meet contract goals.
5 Would DART be open to a 3-year contract term? No.
6 Who does DART use for your health plan carrier? Are you self-funded or fully-insured? Blue Cross Blue Shield of Texas; DART is self-funded.
