About this file
Summary: Federal Pool Coating Specifications
This document contains two federal specification sections (09 90 01 and 09 90 02) for pool coating work dated August 25, 2025, issued under contract reference MAHG251039. Section 09 90 01 specifies cement-based roll-on pool plaster application, while Section 09 90 02 specifies chlorinated rubber pool paint for pool surfaces, lettering, depth numbers, and lane markings.
Section 09 90 01: Cement-Based Roll-On Pool Plaster
The specification requires contractors to provide cement-based roll-on pool plaster, fiber-reinforced trowel-applied concrete and resurfacing repair mortar, and Resin M50 bonding agent. Work includes coating existing unpainted pool plaster, marcite, concrete, gunite, and shotcrete pools, as well as repairing damaged surfaces. Coating contractors must demonstrate successful completion of three similar projects within the past three years. All materials must comply with strict environmental and safety requirements, including restrictions on lead content (maximum 0.06%), chromate, asbestos, mercury, crystalline silica, and human carcinogens. The coating system requires one coat of undercoat or intermediate coat followed by one topcoat on all surfaces. Application temperature limits are 45°F to 100°F, and surfaces must be thoroughly cleaned and prepared before application, including removal of paint, grease, oil, and deteriorated coatings. Government approval is required for all submittals, and final color selection is determined by the Contracting Officer. All water used for cleaning must be captured, and cleaning agents must be approved by the Base Operations Squadron Environmental Flight.
Section 09 90 02: Rubber Pool Paint (Chlorinated)
This specification requires a high-performance, semi-gloss solvent-based coating designed for masonry, concrete, marcite, and gunite in-ground pools, including lettering, pool depth numbers, and lane markings. The coating system consists of two coats of undercoat or intermediate coat followed by one topcoat, with a minimum dry film thickness of 1.7 to 2.1 mils per coat. The coating shall be self-priming. Surface preparation includes testing for lead before removal, removing deteriorated coatings, removing chalk to achieve ASTM D4214 rating of 8 or higher, and roughening glossy surfaces. Ambient application temperature must be between 50°F and 95°F. All materials must meet the same environmental and safety restrictions as Section 09 90 01. Exterior sealants for joints must comply with ASTM C920 Type S or M, Grade P, Class 25, Use T. Damaged areas and new patches must match adjacent surfaces in finish, coverage, and consistency.
