SECTION 2: BACKGROUND AND PROJECT DESCRIPTION

2.1 BACKGROUND

Lehi City is a family friendly, safe, and active community of approximately 95,000 people located halfway between Salt Lake City and Provo, Utah. The mountains above Lehi watch over a dynamic community that has always represented the best of each generation. Today, high tech companies from across the nation have come to embrace Lehi’s lifestyle of opportunity and optimism.

The Lehi City Recreation Department enhances the quality of life for residents by providing a wide variety of recreational programs, sports leagues, fitness opportunities, community events, and access to premier facilities such as the Legacy Center. The department serves individuals and families of all ages through youth and adult sports, recreation classes, aquatics, fitness programs, parks, trails, and community activities that promote health, wellness, and connection. By fostering active lifestyles and creating opportunities for engagement, the Recreation Department helps strengthen the sense of community that makes Lehi a vibrant place to live, work, and play

2.2 PROJECT DESCRIPTION

A comprehensive assessment of Lehi City’s recreation facilities is requested to identify opportunities to improve operational and financial performance, reduce operating subsidies where feasible, and support informed decisions regarding future facility investments.

Recommendations should be developed with consideration for service quality, community access, participation, and the recreation needs of Lehi residents.

The work should be organized into three components:

1. Operational and Financial Assessments of the currently operating Lehi Legacy Center and Lehi Outdoor Pool.

2. Operations and Maintenance Pro Forma for the potential opening and operation of the Curtis Center.

3. Capital Improvement Feasibility and Financial Impact Studies for potential improvements or replacement projects at the Legacy Center, Outdoor Pool, and Curtis Center.

For purposes of this study, operating subsidy shall be defined consistently as operating expenses minus operating revenues. Any administrative or overhead allocations shall be identified separately, and capital expenses and depreciation shall be distinguished from ongoing operating expenses. The same methodology shall be used when facilities, alternatives, or scenarios are compared.

Where sufficient information is available, historical financial and participation data shall be reviewed, trends shall be identified, and findings shall be compared with similar facilities or agencies. Any limitations in the availability or comparability of benchmark data shall be documented. The financial and operational impacts of recommendations shall be estimated, and the assumptions used in those estimates shall be clearly stated.

2.3 SCOPE OF WORK

Project A: Lehi Legacy Center Operational and Financial Assessment

An operational and financial assessment of the currently operating Legacy Center shall be completed. Opportunities to improve operational efficiency and financial performance, and to reduce operating subsidy where feasible, shall be identified while maintaining appropriate service quality and community access.

The assessment shall include, at a minimum:

• Purpose and Service Delivery: The facility’s purpose, services, programs, and use of available space shall be reviewed. Opportunities to improve service delivery, facility utilization, and operational efficiency shall be identified.

• Programs and Space Utilization: Current programs and activities, participation levels, program costs, and use of facility spaces shall be reviewed. Opportunities to improve utilization, adjust programming, or modify the allocation of space shall be identified with emphasis on keeping programs that have historically been appreciated by constituents. Also to be included is a general evaluation of benefits and weaknesses of running programs internally verses contracting programs to outside entities.

• Fees and Revenue: Current membership, admission, rental, and program fees shall be reviewed in relation to operating costs, comparable facilities, community affordability, and financial sustainability. The potential revenue and participation impacts of fee adjustments shall be estimated. Alternatives for improving financial performance without relying solely on fee increases shall also be considered.

• Payment Methods: The feasibility and potential operational or financial benefits of tap-to-pay and other payment options shall be evaluated.

• Financial Performance: Historical operating revenues, expenses, and operating subsidy shall be reviewed, including trends over time. Where appropriate, performance shall be compared with similar facilities, and the financial impacts of recommended changes shall be estimated.

Other assessment to be included as is common to this type of study as recommended by the consultant.

Project B: Legacy Center Renovation Feasibility and Financial Impact Study

A feasibility and financial impact study shall be completed for potential renovations or improvements to the Legacy Center. • Cardio equipment area

• Weight room

• Adding functional fitness area

• Lobby and other public areas

• Operating Impacts: Changes to staffing, operating expenses, maintenance, utilities, programming, facility capacity, and service delivery shall be evaluated.

• Revenue and Participation: Potential changes to revenue, participation, facility utilization, and operating subsidy shall be estimated over an appropriate period. The assumptions supporting these projections shall be documented.

• Prioritization: Improvements shall be evaluated and prioritized based on estimated cost, potential financial benefit, anticipated participation and community benefit, operational impacts, and implementation considerations.

• Conceptual Design: Concept drawings or other appropriate visual representations shall be provided for the proposed improvements.

Project C: Lehi Outdoor Pool Operational and Financial Assessment

An operational and financial assessment of the currently operating Lehi Outdoor Pool shall be completed. Opportunities to improve operational efficiency and financial performance, and to reduce operating subsidy where feasible, shall be identified while maintaining appropriate service quality, safety, and community access.

The assessment shall include, at a minimum:

• Organizational Structure and Staffing: The current organizational structure, staffing levels, staff responsibilities, schedules, wages, benefits, and other labor costs shall be reviewed. Opportunities for improved staffing efficiency shall be identified, with consideration given to recruitment and retention, safety, and operational requirements.

Other assessment to be included as is common to this type of study as recommended by the consultant.

Project D: Outdoor Pool Replacement Feasibility and Financial Impact Study

A feasibility and financial impact study shall be completed for the potential replacement of the existing Outdoor Pool. The financial and operational implications of the existing facility and potential replacement options shall be compared.

The study shall include:

• Existing Facility Baseline: Current operating revenues, expenses, staffing, season, programs, maintenance requirements, and operating subsidy shall be documented and used as a baseline for comparison.

• Replacement Options: Potential replacement facility concepts and amenities shall be evaluated, with consideration given to construction costs, facility capacity, programming, attendance, operating hours, and season.

• Capital Costs: Total anticipated project costs shall be estimated, including construction, design, engineering, equipment, contingencies, and other applicable costs. The basis and expected level of accuracy of estimates shall be documented.

• Operating and Financial Impacts: Anticipated staffing, maintenance, utilities, revenues, expenses, and operating subsidy for each replacement option shall be estimated and compared with the existing facility. Projections of increased participation, revenue, cost savings, or reduced operating subsidy resulting from renovations, new amenities, changes in programming, or other recommendations shall be supported by reasonable, relevant evidence. Such projections shall not be presented as guaranteed outcomes or as established revenues unless the supporting evidence warrants that conclusion. The consultant shall distinguish verified historical results from estimates and assumptions; identify material uncertainties and factors that could affect projected results; and explain how those uncertainties affect the conclusions. Where appropriate, alternative scenarios or sensitivity analyses shall be provided to demonstrate the potential financial impact if key assumptions are not achieved. Unsupported assumptions, material data gaps, and limitations that could affect the reliability of the analysis shall be clearly disclosed in the report.

• Documentation and Review of Analysis: The consultant shall provide sufficient supporting documentation for Lehi City to understand and review the financial models, calculations, assumptions, and conclusions.
