About this file
This is a certification and compliance document for the Pflugerville Independent School District (PfISD) in Pflugerville, Texas, pertaining to state, local, and federal contract requirements for Armored Vehicle Courier Services. The form requires authorized representatives of prospective vendors to acknowledge and initial compliance with multiple certification categories, including felony conviction notifications, criminal history background checks for covered employees, residency status, non-collusion and conflict of interest affidavits, non-discriminatory employment practices, suspension and debarment status, environmental compliance standards, and hold harmless agreements. Vendors must also certify compliance with Israel boycott prohibitions and confirm they are not identified on the Comptroller's list of companies with contacts to foreign terrorist organizations. The document specifies that covered employees include contractor staff with continuing duties related to the service and direct contact with students, with disqualifying criminal histories defined broadly to include felony convictions and offenses involving minors.
The document contains additional required provisions applicable when federal funds are expended by the district, including adherence to federal termination rights, equal employment opportunity standards, Davis-Bacon Act prevailing wage requirements for construction contracts exceeding $2,000, Contract Work Hours and Safety Standards Act provisions for contracts exceeding $100,000, Buy American Act compliance, Clean Air Act and Federal Water Pollution Control Act standards for contracts exceeding $150,000, and Byrd Anti-Lobbying Amendment certifications for contracts exceeding $100,000. Vendors must also comply with record retention requirements for three years following final expenditure reports and demonstrate compliance with the Energy Policy and Conservation Act. The certification requires vendor signature under penalty of perjury confirming the response is bona fide and made without collusion or fraud, with acknowledgment of compliance with all applicable federal, state, and local laws, rules, and regulations.
