About this file
This document is a NESHAP Pre-Demolition Asbestos Containing Materials Survey prepared by Oasis Consulting Services for Clayton County Public Schools regarding the W. A. Fountain Elementary School located at 5212 West Street in Forest Park, Georgia. The survey, conducted in multiple site visits during April, June, and September 2024, involved comprehensive asbestos testing of the 77,648 square foot school building originally constructed in 1952 with subsequent additions in 1959, 1965, 1976, and 2014. During the final September 2024 inspection, the survey identified fifty-two samples of non-friable skim coat material on interior concrete masonry unit (CMU) walls containing 2% Chrysotile asbestos, estimated to cover approximately 40,752 square feet, primarily in hallways, classrooms in halls 1 and 2, and the gymnasium.
The survey is directly related to an upcoming abatement and demolition project for the school, with a mandatory pre-bid meeting and site visit scheduled for October 8, 2025. The asbestos-containing materials must be removed/abated by a licensed abatement contractor prior to demolition activities, and no asbestos-containing materials were found in building sections renovated in the 2010s. The survey was performed in strict accordance with EPA National Emission Standard for Hazardous Air Pollutants (NESHAP) Program and Georgia Department of Natural Resources Environmental Protection Division (GAEPD) Asbestos Program guidelines, ensuring comprehensive identification and documentation of potential asbestos-containing building materials before demolition.

Oasis Project No.: 245099
Dear Ms. Crawford:
Oasis Consulting Services (Oasis) is pleased to provide Clayton County Public Schools with this
Asbestos Containing Materials Survey completed for the Fountain Elementary School. The asbestos survey was initially performed as part of an Asbestos Hazard Emergency Response Act inspection. Follow-up correspondence elevated the level of the survey to identify any asbestos containing materials that may be disturbed during the proposed demolition of the building. Oasis performed the asbestos inspection as required in accordance with the EPA National Emission
Standard for Hazardous Air Pollutants (NESHAP) Program and the Georgia Department of
Natural Resources Environmental Protection Division (GAEPD) Asbestos Program. According to these regulations, an inspection of the building is required in order to identify the presence or absence of ACMs prior to any renovation/demolition activities.
The following presents a summary of our findings:
During the initial visit conducted on April 2nd and 3rd, 2024, thirteen (13) friable building materials suspect for the presence of asbestos were identified. Samples of the suspect friable materials were collected from within the Fountain Elementary School building and submitted to a laboratory for analysis. The thirteen (13) suspect materials were classified as miscellaneous materials. Twenty (20) distinct layers were analyzed from the thirteen (13) submitted samples.
The results revealed none of the friable suspect materials contained asbestos.
On June 12th through 14th, 2024, representatives from Oasis revisited the site to obtain samples of suspect building materials from the exterior and interior of the structures at the site that are likely to be disturbed during the planned demolition of the Fountain Elementary School building.
Seventy-nine (79) samples of suspect building materials were collected and submitted to the laboratory for analysis. One hundred and sixty-five (165) distinct layers were analyzed from the seventy-nine (79) suspect non-friable samples submitted. The results revealed none of the
Fountain Elementary School NESHAP Asbestos Containing Materials Survey
5212 West Street; Forest Park, Clayton County, Georgia Page 2 suspect building materials sampled contained asbestos. Oasis attempted to identify and sample suspect materials utilizing minimal destructive sampling techniques due to the site being an active elementary school. If suspect materials are discovered during demolition other than those sampled during the course of this survey, work activities should cease until those materials have been sampled and categorized.
On September 13th, 2024, representatives from Oasis revisited the site to obtain samples of previously identified asbestos containing building materials from the exterior and interior of the structures at the site that are likely to be disturbed during the planned demolition of the Fountain
Elementary School building. The previously identified materials included a skim coat on interior
CMU walls and cement board soffit panels. Seventy-seven (77) samples of suspect building materials were collected and submitted to the laboratory for analysis. One hundred and fifteen
(115) distinct layers were analyzed from the seventy-seven (77) suspect non-friable samples submitted. The results revealed fifty-two (52) samples of non-friable skim coat material on interior CMU walls contains 2% Chrysotile asbestos. The positive skim coat material is associated with CMU walls located within the hallways and classrooms associated with halls 1 and 2 as well as the gymnasium. Estimated square footages of the material is approximately 40,752 square feet. ACM was not identified in the portions of the building which were renovated/added in the 2010s. Since disturbance of this material is anticipated during upcoming demolition activities, the material must be removed/abated by a licensed abatement contractor prior to demolition activities. Cement soffit board was not observed in the areas previously identified indicating that it may have been removed/replaced since the prior assessment in 2016.
This report summarizes the findings and our conclusions/recommendations from the ACM inspection in more detail and should be read in its entirety. Oasis appreciates the opportunity to have worked with you on this project. Please feel free to contact us if you have any questions regarding this report or if we can be of additional service. 1.0 PROPERTY DESCRIPTION
Fountain Elementary School is located at 5212 West Street near Forest Park, Clayton County, Georgia. According to information provided by Clayton County Public Schools, the original school building was constructed in 1952, with additions made to the building in 1959, 1965, 1976, and 2014. The building has a total estimated square footage of 77,648 square feet (SF).
The interior consisted of primarily painted concrete masonry unit (CMU) walls with some inclusions of plaster/concrete walls, gypsum board walls, vinyl speedbase and acoustical ceiling tiles. The floor coverings consisted of 12” x 12” vinyl flooring tile, vinyl sheet flooring, ceramic tiles and some carpeted areas. A Site Location Map is attached to this report as Figure 1.
2.0 ASBESTOS METHODOLOGY
Asbestos is a term given to a group of six fibrous silicate minerals: Chrysotile (a serpentine mineral), Crocidolite, Amosite, Anthophyllite, Tremolite, and Actinolite (amphiboles).
In addition to their inherent noncombustible property, asbestos products make excellent thermal insulators, are effective at condensate control, and are resistant to corrosive chemicals. To date, over 3,600 asbestos-containing commercial and consumer products have been identified. Some of the high-tonnage asbestos production is in flooring products, asbestos cement pipes, roofing products, friction products, asbestos cement sheets, packing and gaskets, insulation, paper products, textiles, etc.
A visual inspection was performed of building materials that are suspected to contain asbestos.
Bulk samples of identified friable suspect ACMs were collected and placed into individual containers for transport to Eurofins Environment Testing Southeast, LLC in Atlanta, Georgia for analysis. Eurofins Environment Testing Southeast - Atlanta, LLC is accredited by the National
Institute of Standards and Technology (NIST) National Voluntary Accreditation Program
(NVLAP) for laboratories analyzing bulk materials by polarized light microscopy. Materials visibly identified as non-asbestos (fibrous glass, metal, foam, rubber, wood, etc.) were not sampled.
The asbestos survey consisted of four basic procedures: 1) conducting a visual inspection of the structure (interior) and its related building materials; 2) identifying homogeneous areas of suspect surfacing, thermal system insulation, and miscellaneous materials; 3) sampling accessible, friable and/or damaged non-friable suspect materials; and, 4) determining their current condition and assessing their potential for future damage.
Homogenous Areas
Prior to collecting any samples, homogeneous areas (HAs) were identified to develop a sampling strategy. A homogeneous area can be described as one or more areas of material that are similar in appearance and texture and that have the same installation date and function. Homogenous areas were established during the course of this survey. The actual number of samples collected from each homogeneous area varied, based on the type of material and the professional judgment of the inspector. Each building material sampled was further classified into one of three categories, of which each category has specific sampling requirements.
Surfacing Materials: Refers to spray-applied or troweled surfaces such as plaster
5212 West Street; Forest Park, Clayton County, Georgia Page 4 ceilings and walls, fireproofing, textured paints, textured plasters and spray-applied acoustical surfaces.
Thermal System Insulation: Refers to insulation used to inhibit heat gain or loss on pipes, boilers, tanks, ducts, and various other building components.
Miscellaneous Materials: Refers to friable and non-friable products and materials that do not fit in any of the above two categories such as resilient floor covering, baseboards, mastics, adhesives, roofing material, caulking, glazing and siding. This category also contains wallboard, joint compound and ceiling tile.
All suspect materials were assessed by their condition as good, damaged, or significantly damaged per Title 40 Code of Federal Regulations Part 763. Material with localized significant damage was also assessed when observed. A physical assessment includes evaluating the condition, assessing the potential for disturbance, and determining the friability of each material.
Based on our observations at the time of the survey, suspect building materials were in good condition and have a low potential for future damage.
Sampling Strategy
The asbestos inspection was conducted according to National Emissions Standards for
Hazardous Air Pollutants (NESHAP) guidelines using a minimum number of samples collected from each HA, which also meets the sampling requirements found in 40 CFR Part 61. During the initial course of the survey, only homogeneous areas identified as friable and/or damaged non-friable materials were sampled. The inspection was performed by Mr. J. Michael Lucas with
Oasis on April 2nd and 3rd, 2024.
Following the initial survey, Clayton County Public Schools indicated that the Fountain
Elementary School building is intended to be demolished. Oasis representatives revisited the
Fountain Elementary school site to collect samples of the exterior and interior suspect building materials that will be disturbed during the planned demolition. The additional inspection was performed by Mr. Chase Maughon, Ms. Ashley Scott and Mr. Butch Nolin with Oasis on June
12th through 14th, 2024. Additional sampling of previously identified asbestos containing materials was conducted by Mr. Butch Nolin and Mr. Evan Zeigler with Oasis on September 13, 2024.
Sample Location Figures are included in Attachment A as Figure 2. Photographs taken as part of this asbestos inspection are included in Attachment B. Copies of the accredited inspector’s certifications are included in Attachment D.
Sample collection depends on the category that the HA corresponds to and the amount of material present, as follows:
If the analytical results indicated that none of the samples collected per homogeneous area contain asbestos, then the homogeneous area (material) would be considered non-ACM.
However, if the analytical results of one or more of the samples collected per homogeneous area indicate that asbestos is present in quantities of greater than 1% asbestos, all of the homogeneous area (material) would be treated as ACM regardless of any other analytical results. Materials that
5212 West Street; Forest Park, Clayton County, Georgia Page 5 can be visually determined as non-asbestos (i.e., fibrous glass, metal, foam, rubber, etc.) by the accredited inspector are not required to be sampled.
Miscellaneous materials require adequately representative sampling, which is typically done by collecting two or more samples per suspect material. Inspectors typically rely on other survey observations such as the condition, friability, and quantity of material to determine what would be a sufficient number of samples to accurately evaluate the presence or absence of asbestos content.
The sampling of thermal system insulation requires a minimum of three samples per pipe run and elbows, a minimum of one sample per valve and one sample per patched areas less than 6-feet in length.
Surfacing materials are sampled in a randomly distributed method and the number of samples collected correlates to the square footage of the material present.
Actual collection of a bulk asbestos sample involves physically removing a small piece of material and placing it in a marked, airtight container. Sample containers are marked with a unique identification number, which is also documented in the field notes.
2.0 ASBESTOS LABORATORY ANALYSIS
Analysis of bulk samples for asbestos content, was performed by Polarized Light Microscopy
(PLM) in accordance with EPA Interim Method of Asbestos in Bulk Insulation Samples as defined in 40 CFR 763, Appendix B to Subpart F (600/R93-116). PLM analysis requires the microscopist to take a portion of the bulk sample and treat it with light refractive oils. The prepared slide is then subjected to a variety of tests while being viewed under the microscope.
A visual estimation for asbestos content is then determined not only from the prepared slides, but also from an overall evaluation of the bulk sample collected, which is viewed under a stereoscope. Samples yielding from trace (<1%) to ten percent (10%) asbestos as determined by
PLM may be further analyzed using the PLM point counting methodology. This is a technique for confirming the presence or absence of asbestos when lower percentages are visually estimated as outlined in the NESHAP regulations.

4.0 CONCLUSIONS AND RECOMMENDATIONS
materials were collected from within the Fountain Elementary School building and submitted to a laboratory for analysis. The thirteen (13) suspect materials were classified as miscellaneous likely to be disturbed during the planned demolition of the Fountain Elementary School building.
Seventy-nine (79) samples of suspect building materials were collected and submitted to the laboratory for analysis. One hundred and sixty-five (165) distinct layers were analyzed from the seventy-nine (79) suspect non-friable samples submitted. The results revealed none of the suspect building materials sampled contained asbestos. If suspect materials are discovered during demolition other than those sampled during the course of this survey, work activities should cease until those materials have been sampled and categorized.
structures at the site that are likely to be disturbed during the planned demolition of the Fountain
RELIANCE & LIMITATIONS
This report is intended for the sole use of Clayton County Public Schools, its partners and consultants as well as each of their partners, directors, officers, employees, attorneys and its subcontractors. The scope of services performed in execution of this evaluation may not be appropriate to satisfy the needs of other users, and use or re-use of this document or the findings, conclusions, or recommendations is at the risk of said user. Although every attempt has been made to identify suspect asbestos containing materials in the areas identified, the destructive inspection technique used is inherently limited in the sense that only full demolition procedures will reveal all building materials of a structure.
Additionally, the passage of time may result in a change in the environmental characteristics at
5212 West Street; Forest Park, Clayton County, Georgia Page 21 this site. This report does not warrant against future operations or conditions that could affect the recommendations made. The results, findings, conclusions and recommendations expressed in this report are based only on conditions that were observed at the time of Oasis’s inspection of the Subject Property.
