About this file
This document presents the evaluation criteria for Boulder County Procurement's Homeowner Association (HOA) Heat Pump Adoption Program in Boulder County, Colorado. The county is seeking proposals from qualified consultants to administer and manage a Multifamily Heat Pump Adoption Program targeting HOA townhomes and condominium properties throughout Boulder County. The program aims to increase adoption of Cold Climate Air Source Heat Pumps in HOA communities by identifying 2-4 appropriate candidate communities in 2027 and delivering strong outreach and education tailored for multifamily audiences, high-quality installation and design, responsive customer and HOA support, streamlined HOA architectural approval processes, efficient rebate and incentive processing, and competitive pricing at scale. The contract does not specify application deadlines, site visits, bidder conferences, or award dates in this evaluation criteria document. The term of the contract and any renewal options are not detailed in this procurement file.
Boulder County will evaluate proposals based on a 100-point scoring matrix with the following weighted criteria: Proposal Statements, Experience and Ability to Fulfill Requirements (40 points), Budget for Support Services (15 points), Budget for Equipment and Installation (15 points), Approach and Systems for High-Quality Design, Installations, and Customer Service (20 points), and Demonstrated Ability to Serve Priority Populations Including Low-Income and Non-English Speaking Populations (10 points). Vendors must demonstrate professional experience and success in similar MFU or HOA work, capacity to perform within time limitations and county preferred specifications, appropriate budgeting for support services and equipment/installation costs, and proven ability to serve the county's priority populations. The county explicitly states it does not seek the lowest cost proposal at the expense of safety, performance, or resident comfort, and all installers and vendor partners must meet or exceed county expectations for quality and customer service. No specific funding amounts, set-asides, or incumbent information are provided in this evaluation criteria document.
