Building 7 & 9 Steam Meter Replacements

Statement of Work (SoW) FEU Project #22009

USDA – NCAH

1920 Dayton Avenue Ames, Iowa 50010

GENERAL INFORMATION:

1.0 Scope of Work:

The scope of this project is to remove and replace the existing Endress+Hauser Prowirl D200 series, non-functioning building high pressure steam vortex flow meters with a Prowirl D200, 7D2C1F meter or equivalent. Approval shall be determined by the project USDA Contracting Officer’s Representative (COR) during the technical evaluation of the proposal. The equivalent meter shall be submitted with a specification sheet and enough information to determine if the equivalent will provide for a fully functioning system at project completion. Failure to provide specifications with enough detail to make a technical evaluation determination may result in the proposal being considered unacceptable and will not be considered further. Project includes wiring, point programming, trending, totalizations, and graphical setup of the meters into the Johnson Controls (JCI) building automation system. Communications shall be 4-20mA or BACnet. The steam meter transducer/display head shall be remote mounted at a minimum of 20 feet. Mounting location of the remote device shall be determined by the USDA Contracting Officer’s Representative (COR). Refer to the supplied drawings and specifications. A steam outage needs to be scheduled with the USDA to perform the work. Due to the length of downtime allowed, a pre-flanged steam meter is not acceptable. This would require more time for demolition and installation, which would place a burden on the facilities, programs, employees, and animal care.

2.0 Background:

Building 7 is the USDA Low Containment Large Animal Facility (LCLAF) and Building 9 is the USDA BSL-3AG Facility. Both facilities have steam to hot water heat exchangers that serve the air handling units, as well as exhaust fan and heat recovery loops. Utility plant high pressure steam delivered to the buildings is monitored for flow by vortex flow meters measuring pounds per minute. Pounds per minute converted to pounds per hour in the building automation system. Monthly readings are taken of the steam usage for utility billing confirmation, as well as troubleshooting, if needed.

CONTRACTOR REQUIREMENTS

3.0 Technical Requirements/Tasks:

Contractor shall provide labor, material, and equipment to perform the tasks stated below.

A. Building 7 & 9:

a. Remove and disconnect existing steam meter and associated cabling.

The 4-20mA signal cable needs to be removed from the meter to the control panel.

b. Install new steam meter in between the existing flanges.

c. Install new liquid tight flexible tubing between conduit (EMT) and steam meter. Install new control signal cable from the control panel to the new meter and terminate as per manufacture’s installation instructions.

d. Mount/install new remote transducer/display head in location determined by USDA Contracting Officer’s Representative (COR) Install new liquid tight flexible tubing at the remote device and at the steam meter. Install new Electrical Metal Tubing (EMT) between new remote device and steam meter liquid tight flexible tubing. Install the communication cabling as per the manufacture’s installation instructions. Use compression fittings for connections.

e. Configure steam meter to interface with building automation system.

f. Verify signal to building automation system. (Parameters of the existing steam meter is in the programming of the Johnson Control FAC controller.)

g. Verify point to Metasys System: All Items, logics, user views, graphics, trends, trend studies, alarms, totalization, and reports.

GENERAL REQUIREMENTS

4.0 Work Restrictions & Conditions

A. Site Security Access:

a. Access to the construction site is controlled by a security fence and visitor/contractor check-in/check-out system. All contractor and subcontractor employees shall always sign-in and out at the main site entrance gate and wear a contractor/visitor identification badge while on the site. The ID badges will be turned in at the end of the workday.

A current government-issued identification with a picture ID is required for entry.

b. Access to each individual site shall be arranged by the Contracting Officer's Representative according to the schedule submitted by the contractor and approved by the Contracting Officer’s Representative.

The contractor shall coordinate and schedule his/her work under this contract to cause the least interference with the normal flow of visitor and employee traffic.

c. Construction vehicles will be allowed access to the contracted buildings.; contractor employee’s personal vehicles shall be parked in the facility parking lots designated by the Contracting Officer’s Representative.

d. The Contractor shall use only the service roads and access routes approved by the Contracting Officer’s Representative.

e. Unless accompanied by a NCAH/USDA employee, the Contractor, subcontractors, and their employees shall not enter buildings or facilities not specifically part of this project. Reasons included, but not limited to, disease control and health requirements and security.

f. Additional security requirements may be imposed when the Federal

Government raises the Homeland Security Alert Level. Additional directions will be provided by the Contracting Officer’s Representative if the situation occurs.

g. Failure to comply with access requirements shall be adequate grounds for removal of the Contractor/subcontractor employees from the site and barring further site access to individuals.

h. Work Hours: Regular work hours for the site are 7:00AM to 4:30PM, Monday through Friday, excluding Government holidays. Requests for exceptions to this schedule shall be made in writing forty-eight (48) hours in advance and approved by the Contracting Officer's

i. Construct Work in stages to accommodate Owner’s use of premises during construction period. Coordinate construction schedule and operations with Contracting Office’s Representative.

j. Coordinate use of premises under direction of the COR. Contractor shall confine construction equipment, storage of materials and equipment and operations of workers to areas permitted by law, ordinances, permits, or requirements of Contract Documents, and shall not unreasonably encumber premises with construction equipment or other material or equipment.

k. Assume full responsibility for protection and safekeeping of items under this Agreement, stored on site.

l. Move any stored items, under Contractor’s control, which interfere with operations of Owner or separate contractor.

m. Obtain and pay for use of additional storage or Work areas needed for operations.

n. Owner will occupy premises during entire period of construction for conduct of its normal operations. Coordinate with Owner’s Representative/COR in all construction operations to minimize conflict, and to facilitate Owner usage. Contractor shall always conduct its operations as to ensure least inconvenience to Owner.

4.1 Work Restrictions & Conditions

B. Use of Premises:

a. Limit use of premises to work areas. Do not disturb portions of site beyond areas in which the work is approved.

b. Keep driveways, entrances, walkways, and doorways serving premises clear and available to the Government, employees, visitors, and emergency vehicles always. Do not use these areas for parking or storage of materials.

c. Limited parking may be available on the site away from each facility.

d. The contractor shall provide a list of all staff employees that will be working on the project to the Contracting Officer’s Representative (COR) a minimum of three days in advance. The contractors that will be onsite will be required to provide a valid driver’s license and be a valid United States Citizen to be able to access campus.

e. Once onsite, contractors will be escorted by a USDA employee to the location of the work and will always be escorted while onsite.

C. Adherence to Security Policies and Procedures:

a. The Contractor shall adhere to ALL Site, ARS, APHIS and USDA security policies and procedures including Code of Federal Regulations Requirements, Standard Operating Procedures, Security Directives, Security Procedures, General Orders, Post Orders and any applicable Government Policies and Procedures.

b. Failure to adhere to or violation of any above listed requirements, procedures, directives, orders and/or policies may result in criminal prosecution or contractor representative or contractor employee (violator) removal.

4.2 Regulatory Requirements

A. The equipment materials, installation, workmanship, and operation shall conform to the most stringent applicable requirements of the most recent editions of the associated publications, in the below section and in the attached specifications unless otherwise noted:

a. National Fire Protection Association (NFPA)

(a) NFPA 101 – Safety to Life from Fire in Buildings and Structures.

(b) NFPA 1 – Uniform Fire Code

(c) NFPA 5000 – Building Construction and Safety Code

b. Underwriters Laboratories, Inc. (UL)

(a) Appropriate UL Standards

c. State and Local Building Codes as adopted by the Authority Having Jurisdiction (AHJ).

d. The Uniform Federal Accessibility Standards (UFAS)

e. Occupational Safety and Health Administration (OSHA)

f. Architectural Barriers Act (ABA)

g. Equipment Manufacturer Printed Instructions

4.3 Coordination

A. The contractor shall coordinate all work with the Contracting Officer's

B. The contractor shall submit an installation schedule for review and approval by the Contracting Officer's Representative within ten (10) days of task order award.

C. The contractor shall be solely responsible for coordinating work with all subcontractors and ensuring that all items of joint use in conjunction with installations are completed.

4.4 Special Provisions

A. Finished surfaces of existing facilities that are affected, marred, scratched, or damaged by the contractor shall be refinished to match original condition.

a. Patching material shall be of the same type, style, and thickness, and shall be finished to match existing adjacent surface construction in color and texture.

b. Patching material, paint color, paint material and paint application methods shall be approved in advance by the Contracting Officer’s

B. No building structural members shall be cut or altered without prior approval of the Contracting Officer's Representative.

C. Any damage resulting from contractor's operation shall be brought to the attention of the Contracting Officer's Representative immediately.

D. The contractor shall take all necessary and reasonable measures to keep the work site clean of trash and debris. Work areas shall be cleaned immediately as work in that area is completed, and before moving to a new work site.

Place all trash and debris in OSHA approved containers, remove, and dispose of trash off site daily.

E. The contractor shall move all materials, and equipment, including ladders and scaffolding from the site at the completion of each day's operation unless otherwise approved by the Contracting Officer's Representative.

F. The contractor shall provide proper safety equipment to workmen and always ensure a safe environment for employees and the public. The contractor shall work to ensure free, unobstructed, and safe access to and about the work area.

4.5 Temporary Facilities

A. Utilities: The existing USDA utilities at the site may be used by the Contractor for completion of the contract work at no cost to the Contractor.

The Contractor shall be responsible for making and removing any utility connections.

B. Telephones: The Contractor shall equip all his foremen and work leaders with cell phones as necessary to coordinate the work effort. The Government will not provide any phone service to the project.

C. Toilet Facilities: The existing USDA toilet facilities may be used by the

Contractor for completion of the contract work at no cost to the Contractor.

D. Dumpster/Roll-off: The Contractor may use USDA receptacles determined by the Contracting Officer’s Representative.

4.6 Lockout/Tagout

A. The Contractor and/or subcontractor employees who will be working on the job will apply a lockout/tagout (LOTO) process to control dangerous energy sources. The Contractor/subcontractor shall have a LOTO program established and use Contractor LOTO locks, tags, and procedures.

B. The Contractor/subcontractor shall review their LOTO program with NCAH FEU personnel to coordinate LOTO programs before implementing LOTO.

4.7 Closeout Submittals

A. Warranty Documentation:

a. Warranty Copies in Binder: Provide one signed & dated copy of all warranties for cabling and steam meters installed on the project. An electronic (scanned) copy of the Warranty Binder in a PDF file shall be submitted with the final close-out documentation.

b. A (1) one-year warranty shall be provided for faulty workmanship and material. This includes software, programming, point mapping, and graphic issues. The warranty shall start at the completion of the project and approval of the Final Pay Application.

c. Contractor shall provide Check-out sheets to reflect the check-out and verifications done in Section 3.0 Technical Requirements/Tasks in the above Statement of Work (Proof of functionality).

B. Operation & Maintenance Manuals:

a. Contractor shall provide an electronic copy, in PDF format, of all Operation & Maintenance documentation provided with the controls systems installed in the project via email to the COR.

C. Record Drawings:

a. As-Built Drawings: Final As-Built drawings shall be provided to the COR.

Drawings to be emailed or hand delivered to the COR.
