The contractor shall provide portable latrines, hand wash stations, grey water holding tanks, and associated consumable products (toilet paper, hand sanitizer, liquid hand soap, paper towels) to support approximately 121,000 personnel for weekend training and 17,000 for annual training yearly. The vendor must deliver up to 50 portable latrines within 48 hours of order placement and maintain capacity to fulfill orders for up to 200 portable latrines. The Base Period of Performance commences September 1, 2026, for four months. The contractor shall service portable toilets on Mondays, Wednesdays, and Fridays according to Portable Sanitation Association International (PSAI), Occupational Safety & Health Administration (OSHA), and American National Standards Institute (ANSI) standards. Services include waste pumping and proper disposal at licensed facilities, refilling with formaldehyde-free biodegradable deodorizer, sanitizing interior and exterior surfaces, and restocking consumables. Hand wash stations require similar servicing with grey water pumping, fresh water refills, consumable replenishment, and exterior cleaning. The Government will provide permanent latrine locations and quantities via Technical Exhibit 2, which specifies 42 location groups totaling approximately 70 portable latrines at various ranges and facilities. The contractor must designate a Contract Manager with full authority for daily operations and submit a Quality Control Plan within 10 days of award. Performance standards require 80% cleanliness compliance on randomly sampled portable toilets and no more than two validated complaints per 30-day period for each service category.
