SOLICITATION FOR FIELD SANITATION

SERVICES

FORT INDIANTOWN GAP (FTIG), PENNSYLVANIA

Solicitation Number: W912KC26Q1CEP-FTIG-2026-001 Issue Date: September 2026 Project Title: Field Sanitation Equipment Rental and Service Contract Location: Fort Indiantown Gap, Annville, PA 17003 Period of Performance: 4-Months starting 1 September 2026 through 31 December 2026 Invoicing Frequency: Monthly

SECTION 1: SOLICITATION OVERVIEW &

INSTRUCTIONS TO OFFERORS

1.1 Scope of Requirement

The United States Property and Fiscal Office for Pennsylvania (USPFO-PA) on behalf of the Pennsylvania Army National Guard (PAARNG) is seeking a qualified, highly experienced vendor to establish a Field Sanitation Equipment Rental and Service Contract.

The successful contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary to deliver, place, service, adjust, drop-off, and pick-up portable latrines, handwash stations, and grey water holding tanks at various locations across Fort Indiantown Gap.

1.2 Crucial Logistical & Geographic Challenges

Fort Indiantown Gap is a premier, high-tempo military training installation comprising 17,000 total acres. Managing field sanitation across this landscape represents a major logistical challenge that requires precise coordination, strong physical resources, and deep operational experience:

1. The Cantonment Area (approx. 4,000 acres): Features highly active administrative, housing, and immediate support locations requiring frequent service, rapid positioning adjustments, and high-visibility cleanliness standards.

2. The Training / Range Areas (approx. 13,000 acres): Features rugged, remote, and widely dispersed training sites, firing ranges, and impact zones. Deliveries and servicing in these areas require vehicles and personnel capable of navigating off-road conditions, locating remote sites under strict safety protocols, and coordinating movements directly with FTIG Range Control.

Due to the size of the installation and the dynamic nature of military training, the government requires a vendor that can seamlessly manage daily servicing, drop-offs, pick-ups, and emergency adjustments across multiple locations simultaneously.

1.3 Proposal Submission Requirements

Offerors must submit a written proposal divided into three distinct volumes:

• Volume I: Technical Experience & Capability (Excluding Pricing)

• Volume II: Past Performance (Excluding Pricing)

• Volume III: Price Proposal

1.3.1 Volume I: Technical Experience & Capability

Offerors must provide a detailed narrative demonstrating their ability to execute the PWS requirements. Specifically, the proposal must include:

• Logistical Management Plan: An operational plan showing how the vendor will coordinate deliveries, relocations, daily/weekly/monthly servicing, and emergency responses across 17,000 acres.

• Asset Capability: Written confirmation and proof of inventory demonstrating the capability to fulfill, maintain, and sustain orders for up to 200 portable latrines simultaneously, and a dedicated rapid-response inventory of at least 50 portable latrines for delivery within 48 hours of an order.

1.3.2 Volume II: Past Performance

Past performance is a primary evaluation factor. Offerors must submit at least three (3) verifiable examples of contracts performed within the past five (5) years that demonstrate experience of a similar scope, scale, complexity, and magnitude.

• Required Detail: For each project, provide the client name, point of contact (with email and phone), contract number, total dollar value, and a detailed description of the services provided.

• Magnitude Verification: Examples must specifically highlight experience in providing, servicing, and dynamically managing a high volume of assets (minimum 100+ units) across large geographic footprints (e.g., thousands of acres, multiple dispersed field sites, municipal or military installations).

SECTION 2: PERFORMANCE WORK STATEMENT

(PWS)

2.1 General Performance Requirements

1. Scope: The contractor shall supply, deliver, set up, service, clean, adjust, and pick up portable latrines, hand wash stations, and grey water holding tanks to designated permanent and non-permanent locations.

2. Stability & Wind Protection: Vendor shall place latrines in an orderly, secure fashion to minimize the potential for tip-over during high winds. If tipped over or damaged due to environmental conditions, the contractor must replace or restore the units to service within 24 hours of becoming aware of the issue.

3. Surge Capability: The vendor must be able to deliver up to 50 additional portable latrines within 48 hours of receiving an order. The vendor must have the capacity to maintain a sustained total inventory of up to 200 portable latrines on site.

4. Consumables: The contractor must supply and continuously replenish all associated consumables, including high-quality toilet paper, alcohol-based hand sanitizer, liquid hand soap, and paper towels.

2.2 Servicing Schedules & Actions

• Servicing Days: Latrine services for permanent locations must be conducted on Mondays, Wednesdays, and Fridays, or on an adjusted schedule as coordinated by designated personnel. Non-permanent units will be serviced based on unit training requirements.

• Required Cleaning Actions (Latrines):

o Pump waste out of the holding tank and legally dispose of it at a licensed wastewater treatment facility.

o Refill the holding tank with biodegradable, formaldehyde-free liquid deodorizer.

o Thoroughly clean, scrub, and sanitize all interior surfaces (seats, walls, doors, handles). Clean the exterior when soiled.

o Restock a minimum of two (2) rolls of toilet paper and refill the hand sanitizer reservoir.

o Remove any debris (such as blown-out toilet paper) within the immediate vicinity of the unit.

• Required Cleaning Actions (Handwash Stations):

o Pump grey water from the waste holding tank and dispose of it at a licensed facility.

o Refill the fresh-water holding tank with potable water.

o Restock paper towels and liquid hand soap.

o Clean and sanitize all exterior surfaces of the handwash station.

• Required Cleaning Actions (Grey Water Holding Tanks):

o Pump grey water out of 250-gallon tanks, dispose of waste, and clean the exterior when soiled. Services must be conducted on a set schedule or coordinated as needed by the FTIG Training Center Supply Sergeant.

2.3 Operational Hours & Access Control

• Standard Service Hours: 07:00 AM to 04:30 PM, Monday through Friday (excluding recognized US Federal Holidays).

• Accountability: Field performance begins and ends daily at FTIG Range Control (Building 11-9) to ensure contractor safety, location clearance, and accountability.

• Recognized Holidays: The contractor shall not perform standard services on the following federal holidays unless coordinated and authorized in writing by the Contracting Officer:

o New Year’s Day (Jan 1) o Martin Luther King, Jr.’s Birthday o Washington’s Birthday o Memorial Day o Juneteenth National Independence Day o Independence Day (July 4) o Labor Day o Columbus Day o Veteran’s Day (Nov 11) o Thanksgiving Day o Christmas Day (Dec 25)

2.4 Mandatory Personnel & Security Training

The contractor must ensure 100% compliance with installation access requirements:

• Background Checks: All personnel must pass background checks via the National Crime Information Center Interstate Identification Index (NCIC-III) and the Terrorist Screening Database (TSDB).

• AT Level 1 Training: All contractor and subcontractor employees requiring facility access must complete Antiterrorism (AT) Level 1 Awareness Training within 30 days of beginning performance. Training is available online at JKO AT Level 1. Certificates must be submitted to the KO within 15 days of completion.

• OPSEC Training: New employees must complete Level 1 OPSEC training within 30 days of reporting for duty and annually thereafter. Training is available at CDSE OPSEC Training.

• Identification: Contractor employees must wear highly visible identification badges displaying the company name, employee name, and the word "CONTRACTOR" at all times.

SECTION 4: EVALUATION FACTORS FOR AWARD

4.1 Best Value Tradeoff Process

The Government will award a contract resulting from this solicitation to the responsible offeror whose proposal represents the best overall value to the Government, price and other factors considered. This procurement is conducted under a Best Value Tradeoff process where non-price factors are significantly more important than price.

The Government reserves the right to award to other than the lowest priced offeror, or other than the highest technically rated offeror, if the Contracting Officer determines that a tradeoff is in the best interest of the Government.

4.2 Relative Weight of Factors

All evaluation factors are listed below in descending order of importance:

1. Factor 1: Relative Experience & Geographic Capability (Most Important)

2. Factor 2: Past Performance (Equal in importance to Factor 1)

3. Factor 3: Price (Least Important)

Critical Instruction: Combined, Factor 1 (Relative Experience) and Factor 2 (Past Performance) are significantly more important than Factor 3 (Price). Offerors are cautioned that an outstanding past performance and experience record may easily justify a price premium over lower-rated, lower-priced proposals.

4.3 Detailed Evaluation Criteria

4.3.1 Factor 1: Relative Experience & Geographic Capability

The Government will evaluate the offeror's organizational experience to determine the depth of their capability to service a major military installation.

• Acreage and Scale Evaluation: Proposals must demonstrate experience in managing field sanitation networks across geographically expansive areas. Specific preference and higher ratings will be given to vendors who have successfully provided and managed continuous daily and weekly servicing networks across landscapes of 4,000+ acres (Cantonment Area) and 13,000+ acres (Training / Remote Range Areas).

• Operational Readiness: The Government will evaluate the vendor's physical inventory, logistical strategy, and transportation assets to ensure they can confidently deploy up to 50 latrines within 48 hours and maintain up to 200 total active units in rugged, remote conditions.

4.3.2 Factor 2: Past Performance

The Government will evaluate the relevance, recency, and quality of the offeror's past performance on contracts of similar size, scope, and complexity.

• Relevance Definition: "Similar" is defined as contracts involving the deployment and recurring servicing of 100+ portable sanitation units across complex institutional, military, or municipal geographic areas.

• Performance Quality: The Government will assess the offeror's reliability, consistency of servicing schedules, quality of maintenance/sanitation, responsive emergency adjustments, and contract management history. The Government may contact the provided references or use database systems (such as CPARS) to verify performance.

4.3.3 Factor 3: Price

The Government will evaluate price proposals for fairness, reasonableness, and mathematical accuracy. Unreasonably high or low prices, or unbalanced pricing structures, may be grounds for eliminating an offer from consideration. While price is the least important factor, it remains a key consideration in the final tradeoff analysis.
