About this file
This is a Protective Service Officers (PSOs) On-Hand Uniform and Equipment Checklist template used for proposal evaluation under FEMA's Level II Armed Protective Service Officers and Patrol Services solicitation. The checklist specifies minimum equipment requirements that contractor PSOs must have available at the time of proposal submission to support disaster recovery operations across Puerto Rico, including sites related to hurricanes Maria, Fiona, and earthquakes, as well as Tropical Storm Ernesto, and the Logistics Management Directorate Distribution Centers in Bayamon, Cayey, and Ponce.
The checklist establishes that contractors must demonstrate on-hand inventory of at least 80 units of each required item in proper working condition, including company-standard shirts with shoulder patches, all-weather pants, boots/shoes, security baseball caps, duty belts with keepers, handcuffs with cases, Level II firearm retention holsters, double magazine cases, Level II bulletproof vests (minimum requirement), two-way radios with 5-mile minimum range, glove carriers with latex gloves, expandable police batons or OC spray (2-ounce non-flammable canisters with fog/cone/stream/foam patterns), semi-automatic 9mm or .40 caliber pistols, and patrol vehicles. Contractors must mark "YES" for items meeting the 80-unit threshold, "NO" for items with zero inventory, or enter the partial quantity in the designated column. All items must be in proper operational condition, excluding broken, expired, discolored, rusted, or out-of-service equipment.
