Attachment 2 - Factor 2: Technical Approach – Subfactor 2: Technical Scenarios Provide a narrative detailing your organization’s process, procedures, and the technical approach for each Scenario. The approach must be consistent with your organization’s PWS and the labor categories that you have submitted that will become part of the awarded contract. The narrative shall include the type of resources/procedures required, an estimated schedule, labor hours by labor category, and a brief description of the expected deliverable(s). The narrative may include charts, graphs, and tables or other items that enhance the reader’s understanding of the technical approach.

Based on your proposed technical approaches for each Scenario, please use the following format, as appropriate, to provide the labor categories and number of hours per category for each Scenario. You may modify the table so that it contains as many labor categories as needed for your approach.

Offeror’s response to each Scenario shall not exceed three (3) pages per Scenario, excluding graphs, tables, and charts.

1. Technical Scenario One (TS-1): In-Plant inspections and monitoring of the manufacturing process.

FEMA has issued delivery orders for the production of manufactured homes in accordance with the contracts issued as part of solicitation 70FB7020R00000010. Your organization has been given a task order to provide in-plant inspections and monitoring of the manufacturing process to ensure that the manufacturing occurs in accordance with the scope of the awarded contract and to ensure that each manufactured home is built to quality standards.

Solicitation 70FB7020R00000010, DHS FEMA Manufactured Housing Units (MHUs) is available at the link below. You can review the entire solicitation, but for the purposes of this Scenario, please look at and focus on Attachment 2 – Next Gen Statement of Work 09-02-2020 and Attachment 3 – Appendixes (zip file with the designs) SAM.gov The second relevant Statement of Work is for the LogHOUSE II contract. This is FEMA’s field operational contract to provide services related to Transportable Temporary Housing Units (TTHUs). It is relevant to this Scenario as it provides the Offeror with the understanding of how FEMA uses the Manufactured Homes. Solicitation 70FB8023B00000006 (FEMA LogHOUSE II – DRAFT Work Statement is available at:

SAM.gov Use the following assumptions:

· FEMA has made delivery order awards to three contractors to produce manufactured houses.

· The total number of manufactured homes ordered among all contractors is 900 homes.

· Each contractor who has received a task order will produce the manufactured homes in the contractor’s own facility.

· One contractor is using one plant. One contractor is using two plants. One contractor is using three plants.

· The six plants are located in four different states. The distance between the plants that are furthest apart is 1,500 miles.

· Production will not start until four weeks after the delivery order for the manufactured homes is issued.

· FEMA will notify your company at least three weeks prior the start of production.

· Your company has full access to the solicitation and technical proposals (including designs and quality plans) for each contractor.

· There is a ramp up time in the first week of production, during which each factory will complete one to five manufactured homes.

· Beginning with the second week of production, the factories will reach full production capacity. The factories will have different production rates between 10 to 40 manufactured homes per week with an average production rate of 25 manufactured homes per week. The combined production rate for all factories will be 150 manufactured homes per week.

· The manufacturing facilities are anticipated to remain open for seven weeks producing FEMA’s order (six weeks at full production capacity).

Additional Requirement for Scenario 1: In addition to the overall requirement for the Scenarios, please also address how your Quality Assurance Surveillance Plan will ensure the proper amount of oversight needed to identify problems early in the manufacturing process without being excessive in resources or overly intrusive to the manufacturing process.

2. Technical Scenario Two (TS-2): Review and provide a detailed response that addresses each element of FEMA requirements as outlined in the Statement of Objectives Your organization has been tasked with providing FEMA with advice on the technical portions of a new solicitation for manufactured homes. As a starting point, the technical information contained in FEMA solicitation 70FB7020R00000010, DHS FEMA Manufactured Housing Units (MHUs) and awarded contracts will be used. The Agency has asked your organization to review the current technical portions of the solicitation and provide advice as to what should be improved and how to make improvements. FEMA’s goal is to provide the best solicitation for all that are involved so that FEMA procures better products.

3. Technical Scenario Three (TS-3): Investigation of potential defects or other issues in manufactured homes, including conducting a forensic analysis.

Your organization has been tasked with conducting an investigation of an issue with the manufactured homes being used in a FEMA temporary housing mission in Iowa. The MHU Maintenance Call Center has received numerous calls from disaster survivors living in the manufactured homes who report that their units “feel uncomfortably cold”.

Use the following assumptions:

· There are 400 manufactured homes in use.

· Two models of HVAC are in use.

· All homes have been installed in accordance with FEMA requirements and local code.

· All homes in Iowa are completely electric, there is no gas used in the manufactured home for any purpose.

· The current season is winter.

Additional Requirement for Scenario 3: In addition to the overall requirement for the Scenarios, please also describe how you would go about conducting your field research, which could include your sampling methodology, field interviews, or other methods of gathering information. Clearly describe other items needed to ensure that the task is completed and to provide appropriate feedback to FEMA. Appropriate feedback is defined as feedback that provides FEMA with well-reasoned and logical conclusions, potential actionable courses of action or other recommendations that are appropriate to the investigation being conducted.

4. Technical Scenario Four (TS-4): Post-event analysis and root cause investigation of failure within manufactured housing unit FEMA has tasked your organization with conducting a post-event analysis after a fire in a manufactured housing unit. The fire was contained to a single unit. The manufactured home was equipped with a residential fire sprinkler system; however, the system did not function as intended. Your organization is responsible for investigating the cause of the fire and the failure of the residential fire sprinkler system.

5. Technical Scenario Five (TS-5): Post-damage assessment, including environmental, health, and safety reviews, of manufactured homes identified as having damage FEMA has tasked your organization with inspecting and assessing manufactured homes with visible damage. All manufactured homes that require assessment are located in FEMA’s long term storage yards located in Selma, AL and Cumberland, MD.

Use the following assumptions:

· Both storage yards have discovered the damage during monthly inspections.

· There is only one contractor whose manufactured homes show signs of damage.

· The visible damage includes mold inside of the units.

· Three homes in Cumberland and nine homes in Selma show signs of damage.

Additional Requirement for Scenario 5: In addition to the overall requirement for the Scenarios, please also describe how you would go about conducting your field research, which could include your sampling methodology, field interviews, or other methods of gathering information. Clearly describe other items needed to ensure that the task is completed and to provide appropriate feedback to FEMA.
