About this file

This is a Request for Proposals (RFP) issued by Tooele County, Utah, Clerk's Department, soliciting comprehensive election ballot printing, ballot packet assembly, envelope printing, mailing, and related election material services for vote-by-mail elections. The County seeks a single vendor to produce high-quality, secure election materials for Primary, General, Municipal, Special, and Presidential Elections serving approximately 42,000 active registered voters, with election volumes ranging from 25,000 to 43,000 ballot packets, projected to reach approximately 50,000 packets with future growth. The RFP was issued on July 6, 2026, with written questions due by July 13, 2026, at 4:00 PM MST, County response by July 14, 2026, and proposals due by July 20, 2026, at 4:00 PM MST via utah.bonfirehub.com. The contract term is estimated to begin July 22, 2026, and continue through July 21, 2027, with four one-year renewal options at the County's discretion and subject to County Council approval. The first anticipated election under the contract is the November 3, 2026, General Election.

The RFP requires vendors to provide firm-fixed-price, unit-priced proposals with separate pricing tiers for ballot quantities of 10,000, 25,000, and 45,000, as well as differentiated pricing for ballot lengths of 11, 14, 17, and 21 inches, envelope printing, ballot packet assembly, supplemental mailings with identified minimum automated batch sizes and turnaround times, office stock envelopes with reorder specifications, and Presidential Election "I Voted" stickers. Vendors must pass through postage costs separately and identify any setup fees or order minimums. All initial mailings must originate from within Utah, and vendors must demonstrate ES&S Model DS450 scanner compatibility, documented quality assurance procedures, security controls, and chain-of-custody documentation. A three-person evaluation panel will score proposals on a 1-5 scale across technical factors including election printing experience, quality assurance, production capacity and redundancy, supplemental mailing capability, customer service, project management, and technical approach, with the lowest-cost responsive and responsible proposal selected from the competitive range. The resulting contract will use Tooele County's standard service contract with a not-to-exceed amount based on maximum anticipated volumes during the initial term, and vendors must guarantee pricing for sixty days.
