About this file

This document is Attachment 9 of Solicitation No. BPM007121 issued by the Arizona Department of Transportation (ADOT). It constitutes a Lobbying Certification form required for federal-aid contracts, applicable to federal-aid contractors, consultants, and lower-tier sub-contractors and sub-consultants participating in the solicitation.

The document establishes certification and disclosure requirements regarding lobbying activities in connection with federal contracts, grants, loans, and cooperative agreements. Prospective participants must certify that no federal appropriated funds have been or will be paid to influence federal agency officers, Members of Congress, or congressional employees. If non-federal funds are used for lobbying purposes, participants must complete and submit Standard Form-LLL, "Disclosure Form to Report Lobbying." The certification constitutes a material representation of fact required under Section 1352, Title 31, U.S. Code, with civil penalties of not less than $10,000 and not more than $100,000 for each failure to file the required certification. Prime contractors must ensure this certification language is included in all lower-tier subcontracts exceeding $100,000, with all sub-recipients required to certify and disclose accordingly. The document includes blank disclosure forms and continuation sheets for parties to complete if lobbying activities have occurred or are planned in relation to the federal action.
