About this file
This is an administrative conditions document issued by the Environmental Protection Agency (EPA) establishing grant management requirements for recipients of the Clean Ports Grant program. The document outlines the general terms and conditions that recipients must follow, including compliance with current EPA general terms and conditions effective October 1, 2024. Key administrative requirements include submission of Federal Financial Reports (SF-425) to designated EPA email addresses, with all correspondence directed to Grant Specialist Emily Crawford-Block and Project Officer Sara Key. Recipients must complete EPA Grants Management Training for Applicants and Recipients as well as the How to Develop a Budget training within 90 calendar days of the award date, with notification to the Grant Specialist required upon completion. The document specifies that all reports, approval requests, and notifications—including quality assurance documents, workplan revisions, equipment lists, and programmatic deliverables—must be submitted according to the recipient responsibilities outlined in the award agreement.
The document establishes correspondence protocols requiring submission of Minority Business Enterprise/Women Business Enterprise (MBE/WBE) reports on EPA Form 5700-52A, indirect cost rate agreements, budget period extension requests, amendment requests, prior approval requests, and recipient information updates through designated EPA contacts. While the document does not specify funding amounts or pricing terms, it functions as a compliance framework ensuring that grant recipients understand their administrative obligations and reporting requirements throughout the duration of the Clean Ports Grant award. The reference to RAIN-2024-G01 provides additional guidance on training requirements, and recipients are directed to the EPA's grant terms and conditions repository for year-specific documentation.
