About this file

This document is a Certification Regarding Lobbying form required for bids exceeding $100,000 on federal contracts, grants, loans, and cooperative agreements. The certification applies to the Harris County Public Health Services biomedical equipment and related items procurement in Texas. Bidders must certify that no federal appropriated funds have been paid or will be paid to influence government officials in connection with the award of this contract. The form requires bidders to disclose any non-federal funds used for lobbying activities by submitting Standard Form LLL, "Disclosure Form to Report Lobbying Activities," in accordance with 31 U.S.C. 1352.

Bidders must include certification language in all subaward documents at every tier and require subrecipients to certify and disclose accordingly. Failure to submit the required certification subjects bidders to civil penalties ranging from $10,000 to $100,000 for each failure. The form requires completion of the Standard Form LLL if lobbying activities occur, with information including the type of federal action, reporting entity details, federal agency information, award amount, lobbying registrant information, and individuals performing lobbying services. An authorized official of the bidding entity must sign and date the certification, affirming the truthfulness and accuracy of all statements and agreeing that provisions of 31 U.S.C. 3801 et seq. apply to the certification and disclosure.
