About this file
This is a Certification Regarding Lobbying attachment required for submission with bids exceeding $100,000 on a Harris County, Texas supply contract for various trees and related items with USDA funding. The certification document establishes the bidder's attestation that no federal appropriated funds have been or will be paid to influence federal officials or members of Congress in connection with the contract award. The contract term is set for one year beginning approximately February 1, 2026. All bidders must complete the certification and, if applicable, submit Standard Form LLL (Disclosure of Lobbying Activities) to disclose any non-federal funds used for lobbying purposes related to the federal contract.
The certification requires bidders to acknowledge compliance with 31 U.S.C. 1352 and certifies that the submission is a material representation of fact. Bidders must ensure identical certification language is included in all subaward documents at every tier, including subcontracts and subgrants. Failure to file the required certification subjects bidders to civil penalties ranging from $10,000 to $100,000 for each violation. The document provides space for bidder information including federal action type, status, report type, federal department/agency, federal program name, award amount, and details of any lobbying registrants or individuals performing services related to federal influence activities.
