About this file
This is a Method of Approach document submitted by AllTerra Central in response to the Arizona Department of Administration's solicitation for a mandatory statewide contract to procure Global Navigation Satellite System (GNSS) Receivers and Related Equipment for state agencies, boards, commissions, and members of the State Purchasing Cooperative. AllTerra Central, an authorized Trimble distribution partner and business partner with ESRI, proposes to serve Arizona through its Phoenix office, which maintains fourteen staff members dedicated to sales, rentals, support, and service. The company offers comprehensive GNSS solutions including handheld GPS/GNSS receivers, chart plotters, fixed mount GPS/GNSS receivers, laptop/PDA GPS/GNSS systems, related accessories, GPS/GNSS software, and receivers for unmanned vehicles and drones, along with survey and construction supplies. AllTerra Central has operated since 1984 with eight regional offices and maintains the largest Trimble rental fleet in the United States, providing flexible purchasing, rental, and lease-to-own options through its Rental Purchase Option program structured as 12-month or 18-month terms.
AllTerra Central's approach emphasizes comprehensive logistics and operations support, with integrated CRM systems managing quotes, orders, service, technical support, accounting, and reporting. The company provides manufacturer-standard warranties (typically one to two years for hardware and one year for software), in-house service repair through two certified Trimble technicians in Phoenix with a one-week turnaround time, and free loaner equipment for warranty repairs based on warranty package selection. Non-warranty service labor is charged hourly with parts billed at a 10% discount per the state contract pricing sheet, and a 20% rental discount is offered for non-100% service plan coverage. AllTerra Central maintains local inventory stocking with typical lead times of 5 to 10 business days for special orders, offers multiple training options including free programs and paid online and in-person courses, and provides trade-in opportunities for legacy equipment upgrades. The company accepts purchase orders via phone and email and provides technical support through phone, email, online platforms, and Microsoft Teams meetings via its Phoenix-based technical support director and support staff distributed across all eight offices.

AllTerra is equipped with full Logistics and Operations teams that work together to fulfil our orders to customers. Our process starts with our sales staff creating quotes, approved quotes are converted to orders by our Operations team and our Logistics team completes order by pulling and testing equipment before being delivered to the customer. All the software is installed, warranties activated, and gear then packaged up so when equipment arrives the end users are ready to use their equipment in the field without delay. Our internal CRM houses our quotes, orders, service, technical support, accounting and reporting so all our employees have access to information to assist customers.
3.
Equipment sold by AllTerra Central follows the hardware and software warranties provided by manufacturers. Our in house service centers handle our warranty and non warranty repairs. We recommend all customers keep their equipment under warranty and we have a dedicated warranty team who reach out directly to customers to notify them of equipment coming up for renewal of maintenance. We have designed an internal tracking system in our CRM that allows for automatic reporting of renewals so our team can effectively and effectively notify customers in a timely manner.

AllTerra Central provides a variety of rental systems. These systems are used in addition to equipment purchased as well as for customers who need an extra set for a particular job. We keep all our equipment on maintenance and regularly serviced. Our Logistics team handles our full rental fleet, and we house rental equipment in all our offices but also ship into customers as needed. We provide full day, weekly and monthly rental rates. Our full offerings along with our rental rates are in the Pricing Sheet, Attachment #12.

AllTerra Central understands the need for a lease to own program, and we have designed our RPO, Rental Purchase Option. This program is offered as a 12-month or 18-month program. The structure of this program is similar to a sale but equipment is placed on a rental order and monthly bills are sent out. At the final payment the equipment is then closed out on the rental order and all equipment then transfer ownership to the customer leasing the equipment. All warranties follow the manufacturer’s time frames.
6.
AllTerra Central is a stocking dealer. We use an extensive reporting system to maintain stock levels so we have equipment on hand for sales. There are times when equipment is ordered if we have run out of stock between our normal stocking orders and those lead times are typically 5 to 10 business days.

AllTerra Central offers full technical support via phone and online support for all products sold or rented. Our Technical support director is based in Phoenix, AZ but he has team members in each of our 8 offices to support not only via phone and online but for our walk in customers. AllTerra Central can accept purchase orders via phone and email.
8.
We do not in normal practice sell our demo equipment. We do offer used and refurbished items for sale on our website but those are not offered on a state contract. Those are offered on a first come first served basis and warranties are as is. Refurbished and used equipment items purchased do offer extended warranties in the sale and are available for purchase for extended warranties.
