The consultant will provide traffic engineering services including signal coordination timing plans for ten signalized intersections during weekday AM and PM peak hour periods, covering two traffic diversions for the US 41 Mitigation contract. Services required include traffic modeling updates, actuated traffic signal timing plan development, signal timing coordination, county coordination meetings, implementation of signal timings, and monitoring of signal timings during diversions. The RFP was released on March 26, 2026, with questions due by April 9, 2026, proposals due by April 16, 2026, interview notifications on April 23, 2026, interviews scheduled for May 1, 2026, and contract execution anticipated for May 2026. The contract term will commence upon execution (approximately May 1, 2026) through completion of services, ideally no later than November 2026.

Proposals will be evaluated based on qualifications of firm and experience of the project team (35 percent), similar projects and scope of services (35 percent), and cost (30 percent). The consultant must submit an actual cost "not-to-exceed" fee inclusive of all reimbursable expenses such as travel, meals, lodging, and overtime, with no additional compensation due. The engineering firm must be included on the current Wisconsin Department of Transportation's Roster of Eligible Engineering Consultants, and any sub-consultants must be licensed to practice in Wisconsin and in business for no less than five years. All sub-consultants must be identified in the proposal, with the prime consultant assuming full responsibility for all sub-consultant acts, errors, and omissions. No minority or disadvantaged business requirements apply to this project. The consultant must comply with federal immigration laws and maintain all deliverables as the sole property of Waukesha County. Insurance requirements, including workers' compensation and professional liability coverage, must be specified in the proposed contract documents. Payment will be made monthly upon submission of invoices with progress reports, with Waukesha County preferring payment via P-Card (VISA), and the final invoice due within three months of service completion.

16. Contract Term, Pricing, and Payment

A. Term:

The Contract term will begin upon Contract execution (approximately May 1st, 2026) through completion of services, desirably no later than November 2026.

B. Pricing:

The Bid Table should include an actual cost "not-to-exceed” fee, inclusive of items which are normally referred to as reimbursable expenses, i.e., travel, meals, lodging and overtime work requiring higher than regular rate for which no additional compensation will be due. This will be the cost to be used in determining point scores for cost evaluation purposes.

NOTE: This is an RFP and not a bid; therefore, the County is not bound to accept the lowest cost for professional services. Instead, proposers are scored based on their technical proposal response and their cost proposal with award going to highest rated proposer.

C. Payment:

The Consultant shall submit invoices for payment not more than once per month during the progress of the services for partial payment on account for the authorized work completed to date. Progress reports must be submitted with each invoice. The final invoice must be submitted to the County within three (3) months of completion of services. Reference #2026011 DPW Engineering Services IH 41 TMA Attachment A Proposed Contract for further details on invoicing, payment and required reports.

Waukesha County’s preference is to pay for goods/services on a P-Card. Indicate in the pricing document whether you will accept VISA for payment purposes. If so, all pricing must be inclusive of any and all fees associated with the acceptance of VISA; i.e. vendors are not to add notations such as “+3% service fee.”

In addition, vendor should note how many days after receipt and acceptance of goods/services or receipt of invoice (whichever is later), payment must be processed to accept the credit card.

Please keep in mind that we will not process payment until/unless compliance with the requirements/receipt of goods are confirmed and that Waukesha County requires a minimum of two (2) days to process p-card payments.

If you are unable to accept credit card, payment will be made within thirty (30) days after acceptance of goods/services and receipt of a properly documented invoice. Note: Invoice must be sent to the location specified on the purchase order to avoid delays in payment. Vendors who wish to quote a discount for early payment against a purchase order may do so (reference the payment terms of the Pricing Document). For example: 1%/10 days. Discounts will be taken into consideration when evaluating costs
