Evaluation Criteria Document – Boulder County Audit Services RFP
This evaluation criteria document outlines the scoring framework for Boulder County's Request for Proposals (RFP) for financial auditing services. The contract, which runs from January 1, 2027 through December 31, 2031, requires a qualified independent Certified Public Accounting firm to conduct annual financial audits of Boulder County, its component units, and relevant departmental entities. The selected firm will perform Single Audits for fiscal years 2026 through 2030 in compliance with Generally Accepted Auditing Standards (GAAS), Government Auditing Standards (Yellow Book), the Federal Single Audit Act, and the Office of Management and Budget's Uniform Guidance. The scope includes auditing the County's Annual Comprehensive Financial Report (ACFR), Schedule of Expenditures of Federal Awards (SEFA), and Federal Highway Administration Local Highway Finance Report (FHWA536), along with providing consultation and recommendations to strengthen financial reporting processes. The Audit Evaluation Committee will review proposals and may request clarifications, additional information, or oral presentations before recommending the highest-ranked firm to the CFO.
The evaluation framework allocates 100 total points across six categories: Technical Qualifications and Ongoing Support (30 points), Audit Approach and Project Management (25 points), Engagement Team (15 points), Innovation and Value-Added Services (10 points), Cost Proposal (10 points), and Overall Demonstration of Capabilities (10 points). All proposers must meet mandatory requirements, including Colorado licensure for public accounting, Government Auditing Standards independence requirements, Single Audit qualifications under 2 CFR Part 200, demonstrated county government audit experience, current peer review reports with passing ratings, and absence of conflicts of interest. The cost proposal evaluation considers overall value, fee stability, pricing transparency, and rates for additional services. Boulder County reserves the right to select based on overall qualifications, experience, value, references, responsiveness, and other factors determined to be in the County's best interest.
