About this file
This is Addendum #2 to RFP-304-26 issued by Boulder County's Office of Financial Management for annual financial auditing services. The RFP seeks a qualified, independent Certified Public Accounting firm to conduct comprehensive financial audits for Boulder County, its component units, and relevant departmental entities from January 1, 2027 through December 31, 2031. The selected firm will perform the County's annual Single Audit for fiscal years 2026 through 2030 in compliance with Generally Accepted Auditing Standards (GAAS), U.S. Government Accountability Office's Government Auditing Standards, the Federal Single Audit Act, and the Office of Management and Budget's Uniform Guidance. The scope of work includes independent audit and professional review of Boulder County's Annual Comprehensive Financial Report (ACFR), the Schedule of Expenditures of Federal Awards (SEFA), and the Federal Highway Administration Local Highway Finance Report (FHWA536). Electronic submittals must be received through the Boulder County Bonfire portal in widely-accessible formats such as PDF, Word, or Excel; no archives, links to external sites, or Google Docs are accepted. The Board of County Commissioners reserves the right to reject any and all bids and to accept the bid deemed in the best interest of the County.
The addendum provides historical fee information for the incumbent auditor across five fiscal years (2021–2025) for five service categories: Boulder County Financial Statements ($120,960 to $136,142), Public Health Financial Statements ($26,460 to $29,781), County-wide Single Audit ($84,420 to $95,016), PERA Census Audit ($6,216 to $6,996), and any additional services. According to the Q&A responses, no additional fees were incurred beyond the original contracted amounts during the last three audit cycles. Boulder County Housing Authority and its component units are excluded from this RFP and are audited under a separate contract.
