About this file
This is Addendum #1 to RFP-304-26 issued by Boulder County's Office of Financial Management in Colorado for annual financial auditing services. The addendum addresses procedural requirements and provides responses to 32 questions submitted by potential bidders regarding the scope and execution of the audit engagement. The contract term runs from January 1, 2027 through December 31, 2031, covering five full fiscal years. The selected firm will conduct annual audits of Boulder County's Annual Comprehensive Financial Report (ACFR), Schedule of Expenditures of Federal Awards (SEFA), and the Federal Highway Administration Local Highway Finance Report (FHWA536), along with Single Audits for fiscal years 2026 through 2030 in compliance with GAAS, Government Auditing Standards, and the Federal Single Audit Act. The County also requires the firm to audit Boulder County Public Health's financial statements, complete a PERA Census Audit as an examination engagement with a population of approximately 2,000–2,500, and provide consultation on financial reporting improvements. All proposals must be submitted electronically through the Boulder County Bonfire portal in widely-accessible formats such as PDF, Word, or Excel before the specified deadline, with no exceptions permitted for late submissions.
Key procedural clarifications include that the incumbent audit firm is eligible to submit a proposal, and the County is conducting this procurement in compliance with its standard procurement policy requiring a new RFP in 2026. The County will provide trial balances no later than the second week of April, with the goal of delivering a first complete ACFR draft by the end of May and final report issuance by June 30th. Additional services hourly rates may include annual escalation assumptions if disclosed upfront in Appendix C. The County is implementing GASB 103 & 104 in 2026 and transitioning to Gravity's Software-as-a-Service platform beginning with the 2026 ACFR, which will include functionality for external auditor review and commenting. Anticipated 2026 federal expenditures include SLFRF ARPA funding (expiring December 31, 2026), Head Start, Workforce programs, AAA, CDBG DR Mobile Home Repair, and Transformational Homelessness Response programs. The evaluation committee comprises the CFO, Comptroller, Accounting Officer, Financial Reporting Accountant, and Grant Supervisor, and will assess proposals based on extensive local government experience, staff competency, collaboration, responsiveness, and thoroughness as the distinguishing factors for best overall value.

Questions and Answers for RFP-304-26 - ADDENDUM #1
1. Question: Please provide the most recent management letter and communications with those charged with governance, together with management responses, for each of the last three completed audits, to the extent available through the procurement portal.
• Answer: Please see attached file titled “RFP304-26_Addendum1_Q1”.
2. Question: Is the incumbent audit firm eligible to submit a proposal? If so, what factors prompted the County to conduct this procurement at this time?
• Answer: Yes, the incumbent firm is eligible to apply. Boulder County is complying with procurement policy and procedures, which requires a new RFP for this service in 2026.
3. Question: Please provide the incumbent auditor’s actual fees and actual hours for the last three completed audit cycles, separately identifying the County financial statement audit, Public Health audit, Single Audit, PERA census audit, and any additional services.
• Answer: This will be answered via addendum on or before September 17.
4. Question: For each of the last three completed audits, please identify the number of auditor-proposed adjusting entries, passed adjustments, and significant presentation or disclosure revisions.
• Answer: None noted for the last three years. Applicable findings for each year are listed in the single audit report for that year.
5. Question: The RFP refers to prior-audit improvements involving cash reconciliation, accounts receivable, fiduciary activity reporting, and financial reporting timelines. Please describe the current status of each area and any remaining remediation work expected during the 2026 audit.
• Answer: The 2024 ACFR realized a significant improvement in its reporting timeline with its issuance prior to the State of Colorado’s submission deadline of July 31, 2025. This was further improved in the 2025 ACFR upon its issuance on June 30, 2026. We expect to continue delivering future annual comprehensive reports on or prior to June 30th. Regarding fiduciary activity reporting, this was resolved during the 2021/2022 ACFR with the inclusion of the County’s public trustee. We review financial processes in detail each year and constantly strive for improvement as issues are identified. No specific remediation work is anticipated for 2026.
6. Question: What transition concerns, knowledge-transfer needs, or first-year implementation issues should a successor auditor address in its proposed plan?
• Answer: In 2026, the County is implementing the provisions of GASB 103 & 104, as well as moving the ACFR to an online platform (SaaS) that will aid in the preparation of its annual comprehensive report.
7. Question: Please provide the names, roles, tenure with the County, governmental accounting experience, and expected 2026 audit responsibilities of the key OFM and Boulder County Public Health finance personnel.
• Answer: We can provide this information upon award.
8. Question: Do the vacant, hourly, or contracted positions shown on the July 2026 OFM organization chart remain vacant or temporary? If so, how does the County expect those staffing conditions to affect year-end close, grant accounting, and audit support?
• Answer: The vacancies do not have an impact for Boulder County staff who focus on year end close, grant accounting, or audit support.
9. Question: Have there been, or are there anticipated, significant changes in key finance, grants, payroll, IT, or Public Health personnel that could affect the 2026 audit or the five-year contract term?
• Answer: N/A - There are no unknown changes at this time
10. Question: Please provide the most recent separate Boulder County Public Health audited financial statements and identify the applicable reporting framework, required schedules, and intended users of that stand-alone report.
• Answer: Reports are available via our public website: Component Units - Boulder County
11. Question: For assistance with Public Health financial statements and with County pension and OPEB computations and footnotes, please specify the schedules and calculations management will prepare and the assistance expected from the auditor.
• Answer: Regarding the preparation of the County’s (including its blended & discretely presented component units) pension and OPEB computations and footnotes, management will provide a schedule of the County’s monthly PERA payroll contributions by member type (local government, safety officers, and state divisions) that will arrive at total covered payroll. The County’s District Attorney’s Office pension is included in PERA’s State Division Trust Fund and everything else is included in the Local Government Division Trust Fund. Further, the workpaper will identify the member contributions (and percentages) applicable to pension and health care trust fund (other postemployment benefits) by reporting unit (County, district attorney, recycling center fund, public health, and housing authority). Expected from the auditor is a computation of the County’s pension and healthcare trust fund (other postemployment benefit) deferred inflows and outflows, net pension and other postemployment benefit liabilities (or assets), and the required footnote disclosures in accordance with GASB 68 & 75.
12. Question: Please provide the County’s current estimate of 2026 federal expenditures, the anticipated number of Assistance Listing numbers and clusters, and the federal programs expected to be audited as major programs.
https://bouldercounty.gov/government/budget-and-finance/financial-reports/component-unit-financial-statements/
• Answer: We don’t anticipate any changes to Federal expenditures. You can refer to last year SEFA FY25 Financial Reports - Single Audit Report
13. Question: Please identify any significant new, expiring, or changing federal awards, including disaster recovery or ARPA activity, that are expected to affect the 2026 Single Audit.
• Answer: SLFRF ARPA funding will expire on 12/31/26, close out funding received from previous fiscal years for FEMA flood disaster recovery funds, reduced funding for Work Force and Head Start grants.
14. Question: The RFP refers to “October 2026 revisions to 2 CFR Part 200” and the “2026 OMB Compliance Supplement.” Please identify the specific authoritative issuance, effective-date provisions, or County interpretation that proposers should use in designing the 2026 audit approach.
• Answer: 2 CFR 200 – fed government has proposed major revision; potential enforcement date Dec 11 2026. Link: eCFR :: 2 CFR Part 200 -- Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards

It is published on the OMB and FAC websites and can be downloaded by anyone. 2026 has not been published yet. Link: Compliance supplements

• Answer: Beginning with the 2026 ACFR, the County will use Gravity’s software-as-a-service platform for creation and publication. The County is currently in the implementation phase, which is expected to be completed during the fall of 2026. The software will include the functionality to allow its external auditor to review and comment.

Public Health audit deadline is no later than last week of May.
17. Question: Please confirm whether hourly rates for additional services must remain unchanged for all five contract years or whether proposers may state annual rates or escalation assumptions in Appendix C.
• Answer: This is doable but the county needs to be notified upfront in the bid.

20. Question: To ensure we prepare an appropriate timeline, could you please help clarify the County’s interpretation of “finalize financial data by mid-April 2027”? i.e. does that mean only the final trial balance is available, all work is done except the ACFR, or everything including the first complete ACFR draft is available?
• Answer: It means to finalize our trial balance by the 2nd week of April, which means the final trial balance is available and the preparation of the ACFR statements and footnotes would commence.
21. Question: On what dates does the County expect the first complete drafts of the ACFR, SEFA, and Boulder County Public Health financial statements?
• Answer: The County’s goal is to provide a first complete draft of the ACFR by the end of May so that ample review time is provided to the auditor to ensure final issuance by June 30th. Its component units (Boulder County Public Health & Housing Authority) are expected to issue their final ACFR’s in advance of this date for inclusion in the County’s first draft.
• Answer: Boulder County’s goal is to send at least two preliminary SEFA to audit firm end of Dec and Jan to allow audit firm to review testing samples selection and estimate workload for their staff and county staff. First complete draft of SEFA is submitted to audit firm by mid March.
The county also provides financial data and details to audit firm as well with draft of SEFA.
22. Question: “Assist as needed with the preparation of financial statements, footnotes, and required supplemental schedules for Boulder County Public Health” Can you please clarify what assistance has been requested/provided on this in recent years?

Population size is approx 2000-2500.
27. Question: Have you had any concerns/challenges with the audit process in the past that would be important for a prospective auditor to be aware of? Is the incumbent eligible to participate?
• Answer: No concerns or challenges in the past. Yes, the incumbent is eligible to participate.
28. Question: What journal entries (if any) were proposed by the auditors during the prior year audit?
• Answer: 1 journal entry was proposed during the prior year audit, which was a reclassification of unearned revenue to revenue. The County agreed with the proposed adjustment and recorded it in its 2025 trial balance.
29. Question: Any unique or material transactions that have or are expected to occur in the last quarter of 2026 or subsequent periods included in the RFP?
