About this file
This document is a Request for Proposal (RFP) issued by INSURICA Insurance Services, LLC on behalf of the Amarillo Independent School District (AISD) and Ector County Independent School District (ECISD) for property insurance coverage. The RFP seeks proposals for a one-year contract effective December 31, 2025, covering five primary insurance categories: Property Insurance, Flood, Earthquake, Boiler and Equipment Breakdown, and Inland Marine. The districts are soliciting comprehensive insurance proposals from independent agents, brokers, and direct writing insurance companies, with a total insured value of $2,776,010,318.
The current insurance program includes a $500,000,000 policy limit with various sub-limits for specific coverages, including $45,000,000 for EDP equipment, $150,000,000 for Boiler & Machinery, and $25,000,000 each for Flood and Earth Movement. The districts have experienced increasing property insurance premiums, with Amarillo ISD's premiums rising from $2,384,347 in 2020-2021 to $3,532,178.92 for 2024-2025, and Ector County ISD's from $2,315,534 to $3,721,541.78 in the same period. The RFP emphasizes that insurance proposals will be evaluated based on purchase price, vendor reputation, service quality, compliance with historically underutilized business laws, and total long-term cost to the districts.

Introduction
INSURICA Insurance Services has been retained as consultant for the Amarillo Independent School District. It will be our responsibility to manage a competitive “Request for Proposal” process and oversee the placement and supervision of the insurance program. All information needed to provide a proposal of insurance should be directed to our agency.
The Request for Proposals (RFP No. 3705-25.10) is for the purpose of obtaining competitive insurance proposals on the following coverage. The effective date of the contracts will be December 31, 2025.
1. Property Insurance
2. Flood
3. Earthquake
4. Boiler and Equipment Breakdown
5. Inland Marine
It is INSURICA’S intention to treat each proposal equally. We will not be involved in the marketing or direct placement of the insurance program. We will be accepting proposals from independent agents, brokers, and direct writing insurance companies.
The decision for the placement of insurance will be made by the Amarillo Independent School District. This decision will be based on an evaluation of proposals using the following factors:
Purchase Price
The reputation of the vendor and of the vendor’s goods or services
The quality of the vendor’s goods or services
The extent to which the goods or services meet the district’s needs
The vendor’s past relationship with the district
The impact on the ability of the District to comply with laws and rules relating to historically underutilized businesses
The total long-term cost to the District to acquire the vendor’s goods or services
Insurers’ ability to provide loss control and claims service
Insurers’ service capabilities
Amarillo Independent School District reserves the right to reject any proposals; to waive any formalities or technicalities and to award the coverage in the best interest of the District.
Before making a decision concerning the proposals, the District also reserves the right to request additional information or interviews from any or all firms submitting proposals.
General Instructions
1) Each company may submit more than one proposal.
2) All individuals, organizations, companies, or entities submitting proposals will submit a list of references (including contact person and telephone number.)
3) Please submit each proposal with the appropriate specimen policy (ices) including all pertinent endorsements attached thereto.
4) Proposals must be submitted on behalf of insurers eligible in the state of Texas to provide insurance of the type proposed. Insurers and/or reinsurers must have a minimum A. M. Best rating of A- or better and comply with all pertinent state statutes. Insurers and/or reinsurers shall also have a minimum financial size of $250 million of reported capital, surplus and conditional reserve funds. Please include with the proposal annual reports on the insurers.
5) Individuals, agents, or companies providing proposals should ask questions through public purchase for additional information. AISD will respond through public purchase.
6) Engineers, agents, brokers, and underwriters are welcome to tour various facilities. It will be necessary to contact Darinda Brogdon or Grant Smith with INSURICA (806-356-6000) to make arrangements with the maintenance department of the Amarillo Independent School District for the tour. All questions asked on the tours will need to be submitted in writing for official answers. No answers given verbally on the tour are official until answered in writing by AISD.
7) All proposals must describe their safety engineering and claims adjustment service. If independent firms are to be used for these services, please include details on their background. State the number of safety engineer visits planned annually and what other services are available to the safety engineer employed by the Amarillo Independent School District.
8) Claim reports must be submitted to the Amarillo Independent School District and INSURICA at least ninety days before the anniversary or expiration date of the contracts. These reports must indicate each claim, the nature of each claim, paid amount of each claim and remaining reserve for any open claims. Claim reports should also be provided on a quarterly basis. Include with the proposal sample copies of the claims report.
9) All coverage written must have a minimum written notice of cancellation provision of ninety (90) days by the insurer for any reason other than failure of the Amarillo Independent School District to pay the appropriate premium.
10) After INSURICA and the Amarillo Independent School District have reviewed the proposals, they may plan to meet with any of the individual companies separately to clarify any questions about the proposals. All proposals will be made available for public inspection after the insurance is awarded.
11) The Amarillo Independent School District reserves the right to assign coverage to different carriers. Proposals shall state whether the carrier has stipulated that one coverage is dependent on the placement of another coverage with them.
12) Variance in the instructions will not be considered.
13) Information contained in these specifications has been compiled with available information from past records and providers. The information is believed to be substantially correct, however, the verification of all information presented herein rests solely upon the firm submitting the proposal. The Amarillo Independent School District and INSURICA will not be responsible for any error or omission in the specifications.
14) Amarillo ISD & Ector County ISD entered into an interlocal agreement on 6/15/20. All purchases are through Amarillo ISD with notice to Ector County ISD and the vendor. Each District is responsible for their respective premiums. The interlocal applies to property, flood, and quake only. Ector County is responsible for their equipment breakdown, crime, and cyber coverage.
