About this file

This is a Scope of Work document for the City of Amarillo's Safety Footwear Program procurement. The City is soliciting proposals from qualified vendors to provide and administer a voucher-based safety footwear program for eligible City employees. The initial contract term runs for three years, from July 23, 2026, through July 22, 2029, with options to renew for two additional one-year periods. The vendor must supply a variety of approved safety footwear meeting occupational safety standards, including steel toe, composite toe, alloy toe, electrical hazard-rated, slip-resistant, waterproof, and puncture-resistant options available in multiple sizes and widths. The program operates through a voucher system whereby the City issues vouchers to employees, who present them to the vendor at purchase and pay any remaining balance directly to the vendor. The selected vendor must maintain at least one brick-and-mortar retail location within Amarillo city limits and provide employees with accessible service options, including potential on-site fitting events.

The vendor is responsible for managing all aspects of program administration, including voucher verification, tracking, returns and exchanges, and customer service support. The vendor must submit biweekly reports in Excel format detailing employee purchases, including employee names, purchase dates, footwear brands and models, voucher amounts applied, employee-paid balances, and total purchase amounts. The vendor will invoice the City for redeemed voucher amounts and must maintain transaction records for audit purposes. Vendors must clearly disclose any administrative fees for program setup, voucher management, reporting, invoicing, or account management, as well as any additional costs associated with on-site fitting services, mobile services, online ordering platforms, or returns and exchanges. Proposers must demonstrate experience providing similar safety footwear services and provide references alongside information about available store locations and service options.
