About this file
This is a Request for Quote (RFQ) for the procurement of two off-road capable ambulances for the Ministry of Health and Social Services (MHSS) in Namibia, to be delivered to the U.S. Embassy in Windhoek. The contract is a firm-fixed-price purchase order with pricing in Namibian Dollars (NAD). The contractor must deliver both ambulances not later than 90 days after contract award, with a target delivery date of July 15, 2026. All shipping costs, including port handling at Walvis Bay, ground transportation to the final destination warehouse at 28 Gold Street, Prosperita, Windhoek, customs clearance, temporary warehousing, and local delivery, are the vendor's responsibility and must be included in the contract price. The U.S. Embassy will provide a CERT A to enable VAT waiver. The ambulances must include comprehensive spare parts and service/warranty coverage for two years of heavy use, with all warranty work conducted within Namibia.
The solicitation requires detailed specifications for each ambulance, including right-hand drive vehicles with specific engine, chassis, exterior, interior, security, and safety features. Pricing must be broken down into four line items: ambulances (quantity 2), factory options (quantity 1), ambulance options (quantity 1), and spare parts package/service (quantity 1), with VAT shown separately. The RFQ is subject to a 2% excise tax under the James Zadroga 9/11 Victims Health and Compensation Act unless a waiver or exception applies. Award will be made to the lowest-priced, acceptable, responsible quoter based on compliance with terms, financial resources, ability to meet performance timelines, business integrity, necessary organization and experience, required equipment and facilities, and legal eligibility. Offerors must be registered in SAM and comply with all FAR and DOSAR clauses, representations, and certifications included in the solicitation.

I. SCOPE OF SERVICES
The Contractor shall deliver two (2) off-road capable ambulance for the Ministry of
Health and Social Services (MHSS) to the U.S. Embassy Windhoek.
This is a firm-fixed price type of purchase order/contract.
The price listed below shall include all labor, materials, overhead, profit, and transportation necessary to deliver the required items to the [X] American Embassy, [ ]
U.S. Despatch Agent located in Windhoek.

BACKGROUND:
This project would provide an off-road capable ambulance to the Ministry of Health and
Social Services (MHSS). MHSS provides medical care for Namibians but struggles to reach the most remote communities for preventative and emergency medical services.
Northern regions of Namibia are the most populated, yet least developed areas of the country and are often the hardest hit when it comes to natural disasters exacerbated by climate change. This ambulance would enable the MHSS to provide services in remote communities in northern Namibia, enhance Namibia’s ability respond to natural disasters, and continue to build the relationship between the Government of the Republic of
Namibia and the United States. This project aligns with U.S. Embassy Windhoek’s
Integrated Country Strategy objective to cultivate equitable access to services to help unleash Namibia’s Human Resources.
REQUIREMENTS:
Two off-road capable ambulances, with spare parts and service/warranty for two years of heavy use. Service/Warranty work must be conducted within Namibia.
JAMES ZADROGA 9/11 VICTIMS HEALTH AND COMPENSATION ACT OF

Final destination services:
Shipment to the port of Walvis Bay and ground movement to final destination are vendor’s responsibility and should be included in the contract price. The vendor or Agent will be responsible for all fees associated with clearance and customs, temporary storage or warehousing. The U.S. Embassy will assist by providing a CERT A, which enables
VAT waiver. Cost of shipping, necessary licenses, local delivery, local temporary warehousing services if required, uploading/downloading are vendor’s responsibility.
