The guide specifies general vehicle information required for all imports, including make, model, color, manufacturing month and year, engine and vehicle identification numbers, country of manufacture, cylinder count, engine capacity, number of seats, and fuel type. Before shipment, importers must submit three original and two copies of the "Master" Bill of Lading at least three weeks prior to arrival, along with shipping invoice, packing list, vehicle information sheet, proof of ownership (bill of sale for new vehicles or title/registration documentation for used vehicles), EURO emission certificates, vehicle manual, specifications, and quality certificates. After customs clearance, additional documentation is required including electronic customs declaration, original import permit, and certificate of conformity from Vietnam Register. The consignee is listed as American Embassy, 7 Lang Ha, Hanoi, with Hai Phong port designated as the port of entry. For automobiles, vehicles cannot exceed five years old at time of arrival and must comply with European 5 emission standards for new vehicles or specified standards for used vehicles. Right-hand drive and structurally modified vehicles are prohibited. For motorcycles and motorbikes, only brand new, unregistered units are permitted; used motorbikes are not allowed. EURO 3 emission standards apply through June 30, 2026, with EURO 4 standards required thereafter. Three-wheeled motorbikes, factory-modified vehicles, and vehicles with structural alterations are prohibited. All vehicles must meet Vietnamese government technical requirements referenced in attached technical regulation documents.
