About this file
This is a Questions and Answers document for RFQ 19UK5626Q0031 concerning Fuel Distribution Systems maintenance and support services at a U.S. Embassy facility. The document addresses seven questions submitted by potential offerors regarding contractor qualifications, technical documentation, spare parts sourcing, manufacturer support arrangements, and pricing scope.
Key clarifications include: the Government expects contractors to be specialist firms with existing expertise in standard fuel distribution systems and responsible for identifying and sourcing their own required training; all available technical documentation has been provided as an RFQ attachment; contractors may source equivalent or alternative components where OEM parts are unavailable per SOW sections 7.13, 7.1.5, and Exhibit-A; the Embassy has no direct service contracts with manufacturers but liaisons with them on an as-needed basis for parts and services; specialist manufacturer support may be subcontracted provided the vendor arranges this directly with the manufacturer; historical maintenance records and known system issues will not be provided to the contractor; and any work falling outside the Statement of Work scope, including specialist training, manufacturer support, or major parts procurement, will be requested via separate Purchase Order and should not be included in the RFQ quote. Contractors are explicitly instructed to price only for work specified in the SOW.

Subject : QUESTIONS AND ANSWERS – Fuel Distribution Systems - 19UK5626Q0031
To Potential Offerors:
The US Government has received the following questions and is providing the following answers:
Note: The questions are marked with (Q), and the answers are marked with (A).
1. (Q) Is manufacturer-specific training mandatory for contractors, and who provides it? For
Fluid Solutions LLC and Phillip systems. If yes, would you facilitate introductions to the manufacturers or the training team?
(A) We expect the contractor is a specialist firm and their staff are already trained to deal with this standard fuel distribution system. The contractor should also be able to determine the required training for their staff and find the appropriate source for the training.
2. (Q) Are manuals, drawings, and technical documentation available to the contractor?
(A) All available documentation has been shared as an attachment with the RFQ.
3. (Q) Who supplies spare parts, and are approved suppliers already established? If Contractors, would it be with the manufacturers only or can we source equivalent or alternative components where OEM parts are unavailable?
(A) Please refer to the SOW sections 7.13, 7.1.5 & Exhibit-A.
4. (Q) Does the Embassy currently have direct support agreements with any of the equipment manufacturers or approved distributors?
(A) The Embassy liaises with the manufacturer when a service or parts are required. There isn’t any service contract in place.
5. (Q) Can specialist manufacturer support be subcontracted where required?
(A) Yes, but the vendor would need to liaise with the manufacturer directly to arrange this.
6. (Q) As full system responsibility is required, would the existing historical data, maintenance, reports, inspection records, and known issues with the system be available for review?
(A) No. The Contractor needs to perform the work as per the SOW.
7. (Q) Would the Embassy be open to separate pricing for specialist training, manufacturer support, or major parts procurement if these fall outside routine maintenance activities?
(A) If the Embassy requires anything that falls outside the SOW, a quote will be requested and ordered as a separate Purchase Order. Please do not include this in your quote for this RFQ – only price for what is required in the SOW.
