About this file

This is Amendment No. 00002 to Request for Quotation (RFQ) No. 19TC1226Q0007, issued by the U.S. Consulate General in Dubai, United Arab Emirates on July 24, 2026. The amendment provides government responses to nine questions submitted by prospective offerors regarding utility building exterior and interior wall repairs at the U.S. Consulate in Dubai. The amendment does not extend the offer receipt deadline and incorporates the Questions and Answers (Q&A) as part of the solicitation; all other terms and conditions remain unchanged.

Key clarifications from the Q&A include: (1) DBA insurance costs must be reflected as a separate line entry under Part C of the SF-1449 Block 23 pricing continuation sheet, not folded into Items 1–3; (2) VAT at 5% applies to the full value of Items 1–3 (the entire scope of work); (3) the 200 m² parking garage wall repair and painting work is part of Task 02 (exterior walls) and shall be priced within Item 2 with no separate CLIN required; (4) an erroneous reference to "Attachment 1 – Government Furnished Property" is removed from the Table of Contents as no government-furnished property will be provided; (5) door size specifications are provided (three single doors at 1.0 m width × 2.2 m height and six double doors at 2.0 m width × 2.2 m height) for offerors unable to attend the site survey; (6) technical and commercial proposals must be submitted as separate files, either within one email or separate emails depending on file size limits; (7) NAICS codes and U.S. small business size standards are not applicable; (8) offerors shall submit either audited financial statements or the most recent auditor's summary/report as a non-waivable responsibility determination requirement; and (9) the one-year warranty covers all three tasks (interior walls, exterior walls, and ceilings) for defects in both materials and workmanship at no additional cost to the government.

Dear Prospective Offeror:

Subject: Amendment to Request for Quotation (RFQ) number 19TC1226Q0007 Utility Building Exterior & Interior Wall Repairs at US Consulate, Dubai.

This document provides answers to questions received regarding the solicitation 19TC1226Q0007. The responses are intended to clarify the solicitation requirements and provide additional information to potential offerors.

Number Question as submitted by bidders Answer from the Contracting Office

Section 1, Continuation to SF-1449, Prices (Block 23), Part C – DBA Insurance

The solicitation requires DBA insurance premium costs to be included, but the pricing table in Part B lists only four lines (Items 1-3 and VAT), with no line for DBA insurance. Please confirm whether DBA insurance cost should be added as a separate line in the pricing schedule submitted with the offer, or how it should otherwise be reflected in the quoted price.

DBA insurance cost should not be folded into Items 1–3. It is to be reflected as its own separate entry under Part C ("Cost of DBA Insurance: AED") on the Block 23 continuation sheet, consistent with the structure already built into the solicitation.

Section 1, Continuation to SF-1449, Prices (Block 23), Part II.A – Value Added Tax

The VAT clause states that “the portions of the solicitation subject to VAT are:”

but the applicable portion is left blank.

Please confirm whether VAT applies to the full value of Items 1-3, or only to specific portions of the scope.

VAT (5%) applies to the full value of Items 1 to 3 (the entire scope of work), consistent with the pricing schedule's calculation of a single VAT line feeding into the Grand Total.

Number Question as submitted by bidders Answer from the Contracting Office

Statement of Work, para 4.3.10, Item 3 – Parking Garage

Paragraph 1.1–1.3 of the SOW identifies only three tasks (interior walls, exterior walls, ceilings), yet the Task 02 area/paint details table at para 4.3.10 includes a separate 200 m² line for “Parking Garage wall repair and painting.” Please confirm this scope is part of Task 02 (Item 2) and should be priced within the Item 2 total on the pricing schedule.

Yes. The "Parking Garage wall repair and painting" (200 m²) listed under paragraph

4.3.10 is part of Task 02 – Repair and paint the exterior walls of the Utility Building.

Offerors shall include this work within the pricing for Item 2 in the pricing schedule.

No separate CLIN or pricing line is required.

Table of Contents – Attachment 1, Government Furnished Property

The Table of Contents references “Attachment 1 to Description/Specifications/Performance Work Statement, Government Furnished Property,” which was not included in the solicitation package received. Please provide a copy of this attachment.

The reference to "Attachment 1 – Government Furnished Property" was included in error. There is no Attachment 1 associated with this solicitation, and no Government-Furnished Property will be provided. Amendment No. ___ removes this erroneous reference. No other changes are made to the solicitation.

Statement of Work, para 4.3.10, Item 2 – Metal Doors

The solicitation lists nine (9) metal doors for painting but provides no dimensions or door schedule. Please advise whether a door schedule will be issued, or whether offerors should base pricing on measurements taken during the site survey. As we were unable to attend the site visit, kindly provide this information.

Number Question as submitted by bidders Answer from the Contracting Office

Section 3, Addendum to 52.212-1, Item A.2.11

Please clarify whether “Technical and Commercial Proposal must be submitted separately” means two separate file attachments within a single email submission, or two independent email submissions.

Technical and Commercial Proposal must be submitted separately" means the technical proposal and commercial (price) proposal shall be provided as separate files.

They may be submitted within the same email, provided the total email size does not exceed the solicitation limit. If the total file size exceeds the permitted limit, the files may be submitted in separate emails in accordance with the solicitation instructions.

SF-1449, Block 10

The NAICS code and size standard fields on the SF-1449 are blank. Please confirm whether a NAICS code and size standard apply to this acquisition, given that performance is entirely outside the United States by a UAE-based contractor.

NAICS code and U.S. small business size standard are not applicable to this solicitation.

Section 3, Addendum to 52.212-1, Item A.2.6

Please clarify the required format and period for the “audited financial statements or most recent auditor’s summary” (e.g., number of years required, and whether independently audited statements are mandatory or a management-prepared summary is acceptable). Can this requirement be waived?

Offerors shall submit either their most recent audited financial statements or, if applicable, their most recent auditor's summary/report.

This requirement is part of the responsibility determination and cannot be waived.

Statement of Work, para 5 – Warranty

Please confirm that the one (1) year warranty applies uniformly to all three tasks (interior walls, exterior walls, and ceilings), covering both materials and workmanship.

Yes. The required one (1) year warranty applies to all work performed under this solicitation, including Task 01 (interior walls), Task 02 (exterior walls), and Task 03 (ceilings). The warranty covers defects in both materials and workmanship, and the Contractor shall repair or replace defective work at no additional cost to the Government during the warranty period.
