About this file
This document is a Questions and Answers compilation addressing inquiries from prospective offerors regarding RFP 19TC1026R0003 for Make-ready Services at the U.S. Embassy in Abu Dhabi, UAE.
The contract is an IDIQ (Indefinite Delivery/Indefinite Quantity) vehicle for residential make-ready and maintenance services covering 158 properties. Historical usage data indicates annual values ranging from approximately 78,000 to 317,000 AED across previous contract awards. Work must be performed directly by the prime contractor's employees with no subcontracting permitted. The prime contractor must maintain a valid UAE business license with seven years of UAE establishment and have a Project Coordinator with five years of supervisory experience in residential building maintenance. Key service requirements include plumbing, electrical work, HVAC services, water filtration systems, and general maintenance tasks across multiple property locations. Technical specifications establish standards for materials including copper piping (½" to ¾" with 1.5mm thickness), 7-meter maximum linear lengths for plumbing connections, electrical components compliant with 220-240 volts AC 50Hz and UAE standards, and approved brands such as Aqua Pure or Osram for specific components. The contractor must supply all materials and perform installation; the Embassy provides no materials. Contractors are required to carry Davis-Bacon Act (DBA) insurance, provide a 12-month workmanship warranty, and develop a Contractor-Quality Control Management Plan. Registration in the System for Award Management (SAM) with an active account and UEI number is mandatory at proposal submission. VAT at 5% applies as a separate line item, and a 2% excise tax under the James Zadroga Act will be deducted from invoice payments. Performance bonds must be submitted within 30 days of award. Site images and detailed property lists are not provided pre-award; property location details will be provided post-award.

Arrangement:
We intend to submit as the Prime

The works required under contract shall be performed directly by the Prime contractor employees. Work shall not be subcontracted out per Solicitation Section C. paragraph

8. Extension Request:
Considering the site visit schedule, the scope of required technical and commercial documentation, and the need to clarify the subcontracting/local license issue, we respectfully request an
No extension will be granted. With respect to subcontracting, refer to response to # 2 above.
Pre-Proposal Conference - Meeting Minutes Page 5 of 14 extension of the proposal submission deadline by at least 14 calendar days.
9. The current requirement appears to require ten residential building maintenance contracts completed in the
UAE during the past five years, including at least two contracts per year from 2020 to present, with each contract having a minimum duration of twelve months.
We are concerned that this requirement may be overly restrictive and may significantly limit fair competition, especially for otherwise qualified contractors with strong technical capability, licensed UAE operations, experienced personnel, and relevant maintenance, MEP, plumbing, electrical, and make-ready service experience.
Since the scope of work is primarily make-ready, plumbing, electrical, and residential maintenance task-order services, would the Government consider broadening the acceptable past performance criteria to include similar maintenance, MEP, facility maintenance, residential/commercial maintenance, or make-ready service contracts, even if they are not strictly full-time residential building maintenance contracts of twelve months each?
The qualifications set forth in Solicitation Sections C.4.1 and Section L.4.3.3 remain in effect. Accordingly, no further deviation from this requirement can be accommodated.
Pre-Proposal Conference - Meeting Minutes Page 6 of 14
We believe this clarification or adjustment may increase competition and could result in more competitive pricing and better overall value to the
Government.
