Questions
The following questions were asked ring the conference:
1. Will the contractors be allowed to visit the CLIN locations?
Yes, at the conclusion of this presentation, there will be a site visit to each service location, see page 83-90 of the solicitation.
2. CLIN number seven requests fiber as a mode of transportation but the termination is RJ45, is it by mistake or?
No, it is not a mistake. The requirements for each CLIN are specific and identified in the statement of work, pages 11-25. For CLIN 7, and subsequent option year CLINs, the mode is
Fiber, and the Interface is RJ45 Cat.6.
3. Multi-mode isn’t supported over long distances, like that from the ISP data center to the
Embassy Compound. Does that mean the ISP must have a router at your premises?
The requirements for each CLIN are specific and identified in the statement of work, pages 11-
25. The contractor, within the parameters of the solicitation, is authorized to have a router or other equipment on our premises as part of its proposal.
4. For CLIN 2, is the extension of the fiber from the U.S. Embassy direct to the Residential facility or must the ISP run the fiber direct from the ISP command center to the Residential facility?
The requirements for each CLIN are specific and identified in the statement of work, pages 11-
25. For CLIN 2, and subsequent option year CLINs, the type of service is point-to-point/clear channel. The contractor has the liberty to propose any solution it chooses that adheres to the requirements of the solicitation. That could include, but is not limited to, a point-to-point fiber connection direct from the Embassy to the Residential facility, or a point-to-point fiber connection from the Embassy to the Residential facility that transits the ISP’s data center.
5. For CLIN 1, the secondary award, how does the SLA apply for downtime. For the secondary, how do you measure the SLA, if you do not put traffic on the link?
For CLIN 1, and subsequent option year CLINs, the SLA standards and the downtime credit requirements (page 22), as with all provisions of the solicitation, apply equally to both awards, the primary and the secondary. The Embassy will monitor both services and expect the service as described in the solicitation.
6. What is the due date for the proposal?
As indicated in page 1 of the solicitation, proposals must be submitted by 11:59 p.m. local time on Friday, August 26, 2022.
7. How do we put amount total price in section 32, and 24, page 1 in the solicitation?
As indicated on page 1 of the solicitation, the pricing (items 19-16) is attached. Pricing must be entered on pages 5-10.
8. Regarding bandwidth, what if a vendor has other options, where does the vendor put the pricing?
Vendors are permitted to make multiple offers per one or more CLINs. The contractor must submit complete proposals per offer, otherwise make completely clear what provisions of their offer (including, but not limited to pricing) are adjusted per offer.
9. Clause 52.204-24, is the exclusion limited to U.S. facility or up to third party?
Page 56 states that the prohibition applies to “an entity that uses any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system. This prohibition applies to the use of covered telecommunications equipment or services, regardless of whether that use is in performance of work under a Federal contract.”
10. Clause 52.204-24, does the exclusion imply to passive devices such as cables?
Page 56 states that “nothing in the prohibition shall be construed to Cover telecommunications equipment that cannot route or redirect user data traffic or cannot permit visibility into any user data or packets that such equipment transmits or otherwise handles.”
Conclusion
The Conference concluded and attendees were thanked for their presence and expression of interest in providing service to the U.S. Government. The meeting was adjourned.
Sincerely, Griffin P. LeNoir
Contracting Officer
