HELICOPTER INSURANCE SERVICES
Q&A
1. What is the seat configuration of each vessel? How many seats per vessel and how many passengers? // Cuál sería la configuración de asientos de cada aeronave?

R./ See k. Per the helicopter operator’s manual, each aircraft can transport up to 11 passengers and 2 pilots. NOTE: The crew chief is not considered a passenger, but rather a crewmember, who flies in the cabin occupying the space of a passenger. The fleet’s current standard configuration seats 6 passengers, one crew chief and two pilots, but configuration can vary based on mission requirements up to the number referenced above IAW operator’s manual.
2. What is the estimated anual use per vessel? // Uso anual estimado por aeronave.
R./ See Amendment 1. The average flight hours per helicopter is 250.
3. What is the age of each vessel (we only have the plate numbers in our systems, not the year) // Edad de cada aeronave (nosotros solo tenemos los números de matrícula en sistema, no el año).

4. Do you requiere a quote with appointed pilots, or an open warranty (we suggest the latter) Si desean cotización con pilotos nombrados o con garantía abierta de pilotos.
R./ Open warranty is preferred.
5. Please provide pilot experience if available.
R./ Pilots must have completed (at a minimum) an initial entry rotary wing pilot course or having reached an equivalent level of proficiency as prescribed in the U.S.
Department of State Office of Aviation Aircrew Training Program.
6. Competitive quotations with insurance carriers require loss experience. Can you please request loss/claims summary for all coverages - for the last 5 years from the current insurance carrier – usually an excel or pdf file will be sent to you after request
R./ See Amendment 1. Current policy states no losses in the last 7 years. No claims have been filed in the current period of coverage.
7. Can you please provide the NAMED INSURED (and any additional entities to be covered e.g. crew/passengers/contractors etc.) on the current policy – if easier send or post a copy of the current policy as it will state all named insureds exactly
R./ See Amendment 1. Name insured is EMBAJADA DE LOS ESTADOS UNIDOS EN PANAMA. Names of pilots and crewmembers is not on the policy.
8. Please verify total number of seats per aircraft – by passenger and crew (as this insurance rates each type of seat) assume only helicopter - but if winged aircraft are possible as well please list type and total number of seats passenger and crew.
R./ Refer to R./ 1
9. DBA named on Pricing – this is employer specific so please provide information on Contractor (s) and estimated payroll - if this is not needed please advise
R./ Is needed. Federal law requires all U.S. government contractors and subcontractors to secure DBA insurance for employees working outside the United States. Please refer to Dept. of Labor https://www.dol.gov/agencies/owcp/dlhwc/ExplainingDBA for additional information.
10. On page 4 for coverage and sum insured – can you please clarify Passenger/Crew at $100,000 USD – are you intending this is per person limit or per aircraft as the request also states $40,000 USD per person any claim? Again a copy of the current policy would state so you don’t have to go digging you can send/post that info
R./ We clarify that the Limit is per person, as follows:
$100,000 USD limit per person in the event of:
• Death 100%
• Total and non-recoverable loss of sight in both eyes 100%
• Total and non-recoverable loss of sight in one eye 100%
• Loss of two limbs 100%
• Loss of one limb 100%
• Total and non-recoverable vision loss in one eye and the loss of a extremity 100%

Medical expenses up to $40,000 USD any one person in excess of $150 USD each and every loss.
11. Third Party Liability at US $10,000,000 – can you clarify that this is for the “Interest” named on page 4 to include aviation ops, border security, R./ Correct. As stated in the SOW “Seat insurance, providing aviation accidental coverage for crew and passengers participating in official government support, flight training, border security, and humanitarian contingency operations.”
12. Claims procedures – can you confirm that any policy payment procedure and that payment would be in USD. All other notes in the RFQ do state USD to be quoted – just confirming payment also in USD for any claims.
R./ Yes. USD
13. Aircraft maintenance – where are the helicopters stored when not in use or in maintenance – if you have background on age/maintenance of aircraft please include as well.
R./ Normally the helicopters are stored at SENAN’s hangars at Panama Pacifico, or at SENAN’s Hangar at Base Aérea Nicanor. For age, please refer to R./ 3. Each aircraft is subject to maintenance requirements according to the Original Equipment Manufacturers (OEM).
14. May we have the last 2 historical awards on this contract please?
R./ We clarify that the terms and conditions in this solicitation should be considered separate from any similar or past contract.
