RFQ 19PK4026Q5005 - POST Site Visit Notes

This Request for Quote document outlines technical, administrative, security, and safety requirements for the installation of a non-metal plate boundary wall with razor wire at a POST (federal facility) compound. The project scope includes installing a 15-foot-high non-metal plate boundary wall spanning 110 meters, with five non-metal plate gates measuring 11 feet high by 42 meters running length. Razor wire must be installed with 3-4 inch pitch spacing to prevent climbing and finger gripping, with holes in anti-vision plates covered. Contractors must submit a detailed technical execution plan addressing materials, fasteners, metal supports, project completion duration, and cost. The site supervisor must possess technical expertise and fluent English proficiency, while all laborers must demonstrate skills in working at heights, cutting, and welding tasks as required.

Administrative requirements mandate daily staff accountability tracking, work hours from 0800-1630, constant escort supervision, and compliance with all guard instructions during drills and emergencies. Comprehensive safety protocols address work at height (safety harnesses, lifelines, fall protection inspection, sun protection, and hydration), hot work operations (fire watch, fire extinguishers, fire-resistant blankets, hot work permits), electrical equipment (proper grounding, 3-prong plugs, damage inspection), material handling, and required PPE including safety harness, hard hat, goggles, heavy-duty gloves, long sleeves/pants, and safety boots. An Emergency Response Plan must be established with briefing on the post's Emergency Action Plan, emergency contact numbers, evacuation assembly points, on-site first aid kits, and pre-work coordination with the Contracting Officer Representative (COR), Technical Security Officer (TSO), and Facility Administrator (FAC). Award will be based on technically acceptable lowest-cost methodology. Offerors must submit prices per unit of measure "Meter" for supplies and services separately with a grand total in PKR currency, a detailed project chart with timeline, project team organogram with professional backgrounds, and a comprehensive safety plan. All bids must be submitted electronically, and the contract awardee must furnish all materials and tools for FAC inspection and acceptance prior to service execution.
