About this file
This is a Questions and Answers document for procurement solicitation #19PK4026Q5005 issued by the U.S. Consulate, relating to perimeter security work involving boundary wall modifications and razor wire installation. The project involves fabricating frames to hold razor wire on a portion of the R-CAC (Regional Consular Affairs Center) boundary wall that lacks anti-vision metal sheeting. The U.S. Consulate will provide approximately 20'x20' fabrication space near the SCAC parking area with controlled access for material storage and frame fabrication. Vendors must comply with EM385 Safety Document standards during execution.
The solicitation specifies a mandatory 30 working days for project completion including punch list items, despite vendor concerns that 60 working days would be required. The Notice to Proceed will be issued no later than 4 weeks after submission of required post-award documents including Performance bonds, Security questionnaire forms, sample materials, finalized project schedule, and preconstruction conference; an additional minimum 20 days may be required for Risk Analysis Management (RAM) approval. Performance Insurance guarantees issued by AA+ rated providers are acceptable as an alternative to bank guarantees, provided they follow the format specified in Attachment #1 (Page 49 RFQ). The U.S. Mission is tax-exempt as a Foreign Mission; vendors must submit one commercial invoice without GST and one Sales Tax Invoice with NTN, STRN, and ATL Status documentation, with tax exemption certificates issued by the Post in collaboration with Pakistan's Ministry of Foreign Affairs. Contractor awards are based solely on merit and competitive pricing with no restrictions based on staff ethnicity. After-sales service obligations are governed by Special Warranties provisions referenced at Page 23 (G.7.0) of the RFQ and FAR 52.246-21.

Q&A’s
This is with reference procurement solicitation # 19PK4026Q5005 and subsequent Site visit on April 16, 2026. Following queries may be addressed so that a comprehensive proposal regarding subject solicitation can be submitted:
1. The portion of the parameter boundary wall on the R-CAC side does not have an anti-vision metal sheet, so some sort of frame for holding the razor wire would be required, the distance of that boundary wall portion is found in your email Site Visit Notes.
Ans: FAC has provided the length of the perimeter wall without metal plate also included RCAC gate without plate portion.
2. The fabrication of those particular frames will require some workshop space for storing material and its fabrication etc, will the US Consulate provide such space. (Please note that it won't be any large space, maybe just around 20'x20' or more, ideally under some shade)
Ans: Post can provide fabrication space. FAC and TSO will confirm the space preferably with control access, it would be near the SCAC parking.
3. The safety code referred by the Consulate representatives during the meeting may be informed in writing so all the prospective vendors can review it prior to submission for the subject solicitation.
Ans: EM385 Safety Document: https://www.usace.army.mil/Missions/Safety-and-
Occupational-Health/Safety-and-Health-Requirements-Manual/
4. It may also be informed that tentatively how much time will it take for the consulate to issue "Notice to Proceed" to the successful bidder from the date of bid submission.
Ans: Reference page 16 RFQ“NOTICE TO PROCEED”, after necessary submittals &
Approval following Post Award including Performance bonds, Security questionnaire form, Sample materials, finalized project schedule/work plan and preconstruction conference, CO will issue a Notice to proceed which generally no later than 4 weeks after all required submittals.
Further inview of latest policy revisions, Refer “Special Requirements” Risk Analysis
Management (RAM)” Page 6 RFQ, additional minimum 20 days may be required in view of RAM approval https://gcc02.safelinks.protection.outlook.com/?url=https%3A%2F%2Fwww.usace.army.mil%2FMissions%2FSafety-and-Occupational-Health%2FSafety-and-Health-Requirements-Manual%2F&data=05%7C02%7CSamadSA%40state.gov%7C3f08ff20e3b742eb2cab08dea05dc886%7C66cf50745afe48d1a691a12b2121f44b%7C0%7C0%7C639124521818466473%7CUnknown%7CTWFpbGZsb3d8eyJFbXB0eU1hcGkiOnRydWUsIlYiOiIwLjAuMDAwMCIsIlAiOiJXaW4zMiIsIkFOIjoiTWFpbCIsIldUIjoyfQ%3D%3D%7C0%7C%7C%7C&sdata=eShqZ2oY9fhjBNI9%2FvK4NzRUD2XaT%2FyEWPo7Qe37P84%3D&reserved=0 https://gcc02.safelinks.protection.outlook.com/?url=https%3A%2F%2Fwww.usace.army.mil%2FMissions%2FSafety-and-Occupational-Health%2FSafety-and-Health-Requirements-Manual%2F&data=05%7C02%7CSamadSA%40state.gov%7C3f08ff20e3b742eb2cab08dea05dc886%7C66cf50745afe48d1a691a12b2121f44b%7C0%7C0%7C639124521818466473%7CUnknown%7CTWFpbGZsb3d8eyJFbXB0eU1hcGkiOnRydWUsIlYiOiIwLjAuMDAwMCIsIlAiOiJXaW4zMiIsIkFOIjoiTWFpbCIsIldUIjoyfQ%3D%3D%7C0%7C%7C%7C&sdata=eShqZ2oY9fhjBNI9%2FvK4NzRUD2XaT%2FyEWPo7Qe37P84%3D&reserved=0
5. The time for completion as mentioned in the solicitation is 30 days, which apparently is un-sufficient and will require at least 60 working days. Will the consulate revise the time line accordingly or 30 days timeline is mandatory.
Ans: In view of the life safety and security concerns , we emphasis to keep 30 working days of project completion including punch items cleared.
6.We have been working with the US Consulate since 2008, and have always provided
Insurance guarantee, however in this solicitation Consulate is asking for bank guarantee, please clarify, if it is mandatory or insurance guarantee is also acceptable.
Ans: Work/Performance Insurance guarantee are also acceptable provided these are issued from reputable insurance providers AA+ ratings and the cover note must follow the exact format/template listed as per ATTACHMENT #1 Page 49 RFQ document
Thanking you and looking forward from your response
Dear Sir
Thank you for giving the opportunity for clarification. We have a few questions, which include the taxation part. What kind of taxation will be deducted from the last invoice?
Ans: Reference PAGE 6 &18 RFQ, US Mission is a tax exempted due to being a Foreign
Mission. Hence for any tax levied, a tax exemption certificate will be issued to your company with collaboration of Ministry of Foreign Affairs, Pakistan
POST donot deduct/withhold any amount in lieu of TAX. For any tax levied, a tax exemption certificate will be issued to your company with collaboration of Ministry of
Foreign Affairs, Pakistan For Tax Exemption. Vendor must submit 1x commercial invoice (without GST) and 1x Sales Tax Invoice along with colored copy of NTN, STRN certificate along with ATL Status.
POST only Provide Tax exemption certificate for GST only
Shall the quotation contain Sindh Revenue Board Tax??
Ans: Not Applicable. The Contractor shall not include a line for VAT on Invoices as the
U.S. Embassy has a tax exemption certificate with the host government
Our second question is whether there are restrictions on the ethnicity of staff. Should we be careful about the area where the staff belongs? like for example Sindhi, Pathan, Punjabi. do u have any preference in it?
Ans: The U.S. Consulate awards contracts based on merit and competitive pricing, prohibiting any selection or restriction based on the ethnicity of a contractor’s staff in accordance with federal law
Our third question is about the after-sales service. Will that be the responsibility of vendors
