About this file

This document is a Questions and Answers (Q&A) file for Request for Quote (RFQ) 19PE5025Q0019 for Event Planner/Designer Services for the U.S. Independence Day Celebration in Peru. The Q&A addresses critical details about the event requirements, including setup parameters, logistical considerations, and administrative compliance. Key points include confirmation that ambulance services and power generators are not required, setup times are limited to 8:00 am to 6:00 pm Monday-Friday with no overnight work allowed, and structural tent plans do not need architectural or engineering signatures.

The document also provides guidance on administrative requirements, specifically noting that prospective offerors must thoroughly complete Section 5 Certifications and Representations, with special attention to clauses highlighted in yellow. Additionally, vendors must provide all licenses, permits, and insurance required by Peruvian law, including a commitment to obtain complementary workers compensation insurance (SCTR) for all employees involved in the event. A floor plan of the garden/terrace area was mentioned as being attached to the document, which will be used for event planning purposes.

A.2. No.

Q.3. What are the scheduled times for setup and dismantling? Is overnight work allowed?

A.3. 8:00 am to 6:00 pm. Monday – Friday. No overnight work allowed.

Q.4. Do the structural tent plans need to be signed by architects or engineers?

A.4. No, they do not need to be signed by architects or engineers.

Q.5. During the site visit, we were informed that you could provide the venue plans. Could you kindly share those with us?

A.5. Attached is a floor plan including measurement of the CMR garden and Terrace.

Q.6. Under Tents for Services: One ADA bathroom tent: Would you prefer that we include furniture within the tents or at least in the ADA restroom to enhance the comfort level?

A.6. We will no longer require this. There will be no portable bathrooms that require this year.

Q.7. Under Tents for Services: Portable bathroom tent: How many standard portable restroom sizes does the embassy offer?

A.7. We will no longer require this. There will be no portable bathrooms that require tents this year

Q.8. Regarding the Certifications and Representations in Section 5 (FAR & DOSAR clauses), we noticed that only the clauses about covered telecommunications equipment and services are highlighted in yellow this year. Could you please confirm if those are the only ones we need to fill out?

A.8. Section 5 must be thoroughly reviewed and completed by each prospective offeror as required and submitted with their offer. Furthermore, all clauses highlighted in yellow must be accurately filled out.

Q.9. "Licenses and permits to perform the contract in Peru" mentioned in the continuation of SF-1449 for both RFQs. We were wondering if this specifically refers to the complementary workers compensation insurance (SCTR). If it does, would a signed statement from our representative listing the insurance companies we work with and confirming that we will provide these documents for all staff involved in the event and services be sufficient for now?

A.9. Prospective offerors must provide all licenses, permits, and insurance required by Peruvian law. With regard to SCTR insurance, if it is not already in effect at the time of submitting an offer, offerors must identify the insurance companies they intend to use and provide a formal statement confirming their commitment to include all employees involved in this event under the insurance coverage prior to the commencement of work.

Q.10. Please provide plans of the garden/terrace area.

A.10. Floor plan attached.
