About this file
This file is a Questions and Answers document related to the MSG Cook Services solicitation at the U.S. Embassy in Kuala Lumpur, Malaysia. The document does not contain substantive details about required products or services, but rather serves as a clarification mechanism for prospective offerors submitting quotations for the cook services contract. As a Q&A document, it addresses inquiries from potential contractors regarding the solicitation requirements, evaluation criteria, or administrative procedures rather than specifying the actual scope of work or service delivery expectations. The questions and answers would have been compiled by the contracting officer to provide guidance to bidders during the proposal preparation phase prior to the August 3, 2026 quotation submission deadline at 12:00 noon Kuala Lumpur time.

Solicitation No : 19MY3026Q0017 (MSG Cook Services) Questions And Answers (W2) Date : 17 July 2026
Question 1: Food / raw material cost Section 1 states that "Food is purchased by the contractor" and that the fixed monthly price "shall include all labor, materials, insurance, overhead, and profit." We understand this to mean the cost of food/raw materials must be included in the contractor's monthly price. Could the Contracting Officer please confirm:
Answer 1: All included (Please refer to the SOW)
| Question 2: | Under the current solicitation, is the cost of food/raw materials to be included in the contractor's fixed monthly price (i.e., not separately reimbursed by the Government)? |
| Answer 2: | All included (No Reimbursement by the Government) |
| Question 3: | Under the predecessor contract (19MY3024D0004), did the contractor's monthly price also include the cost of food/raw materials, or was food Government-furnished or separately reimbursed? We ask because the prior contract value appears low relative to a food-inclusive scope, and we wish to ensure our pricing is on the correct basis |
| Answer 3: | Included |
| Question 4: | The average daily headcount served and/or the average number of meals served per day (by breakfast, lunch, and dinner, if available); |
| Answer 4: | Headcount – 10 (Please refer to the SOW for the number of meals served) |
Question 5: Section 1, Prices and Period of Performance (PDF sheet 3 / printed page 1): "The Government will pay the Contractor the fixed price per month for services. Food is purchased by the contractor and accompanied by the Mess NCO or their representative."
- Attachment 1, paragraph b, Food Provisioning and Storage (PDF sheet 26 / printed page 24): "Contractor shall provide all oversight, labor, materials, equipment, insurance and overhead to provide food provisions and storage services required to operate the MSGR kitchen."
- Attachment 1, Receipt of Supplies (PDF sheet 27 / printed page 25): "The Mess NCO or their representative will accompany the contractor on local food purchasing trips when feasible."
The following provision reads in the opposite direction:
- Attachment 1, introduction (PDF sheet 19 / printed page 17): "The Contractor may be required to accompany the Mess NCO on local food purchasing trips."
Please confirm which of the following is the correct basis for pricing:
Option A — FOOD INCLUSIVE: The contractor purchases and funds all food and ingredients, and the cost of food is included in the firm-fixed monthly price.
Option B — SERVICE ONLY: The MSG Detachment or its mess fund purchases and pays for all food and ingredients. The contractor provides cook labor and supervision only, and performs physical procurement while accompanied by the Mess NCO. No food cost is included in the firm-fixed monthly price.
Answer 5: All Included (Food and Services) (Please refer to the SOW)
