About this file
This is a Questions and Answers (Q&A) document for Solicitation No. 19MY3026Q0010, a TV production project for Malaysian football students issued by the U.S. Embassy. The document, dated April 16, 2026, addresses clarifications across 18 subject matter groups.
Project Scope and Deliverables: The production involves creating a television program (30-60 minutes in length, subject to Embassy approval) documenting six Malaysian soccer (bolasepak) students participating in an exchange program. The primary place of performance is Kuala Lumpur, Malaysia, with students originating from Keningau, Kota Bharu, Kuala Lumpur, and Selangor. The students have already been identified under an existing program and remain in Malaysia throughout the project. The production team must source and coordinate with a Malaysian TV station for broadcast; no station has been pre-designated. Final product completion is required by August 31, 2026, with a teaser ready by end of July. English is the primary language, with Malay and local dialects permitted when subtitled. Required deliverables include the main program, teasers, and social media cutdowns, with a minimum of three revision rounds anticipated.
Budget, Responsibilities, and Payment Terms: The fixed budget is MYR 195,000, covering only activities in Malaysia with no cost allocation preferences specified by the Embassy. The production team bears responsibility for securing all local permits, releases, and permissions in Malaysia, while the Embassy will facilitate introductions to the six students and secure participant releases using documentation provided by the production team. The production team must work directly with the broadcaster on technical specifications, closed captions, and music licensing. No upfront mobilization payment will be provided; full payment is due upon job completion. Branding resources specific to audio/visual media will be shared post-award, along with the assigned Embassy point of contact for approvals.
