Questions & Answers

RFQ 19MX5326Q0038 NEC Repaving Casa de la Moneda Street

TECHNICAL QUESTIONS

Q1 Could you please provide feedback on the following points and confirm if there is anything else standing to consider that was reviewed during the site visit?

1. Project limits Casa de la Moneda Street, between Calzada Legaria and Presa Falcón Street.

Limits for the re-pavement scope:

North bound, straight line defined by the existing curb of the sidewalk; Match line with access ramp

South bound: straight line defined by the existing curb divided by the new sidewalk of the new building and existing sidewalk of the parcel and match line with access road.

East: straight line defined by the corner curb of the existing sidewalks and alignment of Presa Falcon Street exiting pavement, match line to existing access at the corner

West: straight line defined by the corner curb of the sidewalk and alignment of Calzada Legaria exiting pavement.

Limits for the new sidewalk scope:

North bound, straight line defined by the alignment of the new pavement

South bound: straight line defined by the grass line and existing straight line of existing sidewalk.

East: straight line defined by the existing sidewalk and easement of the property .

West: straight line defined by the corner curb of the sidewalk and access road.

2. The boundary lines (tie-in points) with the curb of Av. Legaria and the boundary lines (tie-in points) with Presa Falcón Street shall define the scope of the street rehabilitation work.

East: straight line defined by the corner curb of the existing sidewalks and alignment of Presa Falcon Street exiting pavement.

West: straight line defined by the corner curb of the sidewalk and alignment of Calzada Legaria exiting pavement.

3. The contractor shall conduct a topographic survey of the area to determine the work volumes.

Yes, as stated in the scope of work.

4. The area east of the Embassy (currently used as employee parking) will be designated for temporary use as a stockpile area for material resulting from street excavation, as well as a staging area for the machinery and equipment to be used.

Yes, the northern half of the east property as depicted in the sketch (see Anex) may be used as contractor laydown space and/or stockpile area. If utilized as such contractor shall be responsible for any temporary fence alterations (additional gates), their replacement, cleaning, and removal of all materials at the conclusion of this contract. The Government reserves the right to retain funds and remove them at contractor’s expense by FAR clause 52.216 for removal of above items should they not be removed by the contractor 30 days after completion of the contract work,

5. The contractor shall determine the disposal site for material removed from the work site.

Yes, according to the local environmental regulations.

6. This area will likely be designated for the temporary placement of portable toilets ("Sanirent" units), subject to authorization by Embassy personnel.

Yes, delimitation of usable areas on contractor fitting see Anex, all cleaning and maintained is under contractor expenses.

7. Existing utility infrastructure elevations (manhole covers, drains, storm grates) must be respected, as must the finished grade level of the asphalt pavement.

Yes, for runoff elevation to be defined by the existing storm inlet, utilities (telecom) elevation could be coordinated with the telecom vendor, since they will replace the utility manholes.

8. The contractor shall coordinate with utility providers, including fiber optic, telephone, and sewer companies, the C.F.E. (electricity), and storm water drainage authorities—to ensure the safety of their installations before commencing work with the machinery and equipment required for the street repaving process.

Yes, coordination and schedule shall be in between contractors and agencies, Embassy be as a liaison and provide contact information.

9. During the roadway rehabilitation process, notice will be provided regarding the logistics of temporarily closing the gates on the north side of the Embassy; the existing gate facing Presa Falcón Street will be utilized to maintain access to the property.

Yes, in the construction proposal shall include the phases of construction to no disturbed Embassy operations happened on Moneda street, contractor shall be responsible for coordination for pedestrian and vehicle traffic and leave the construction area “at the end of the day” free of safety risk or very well barricade and identified. The Embassy will relocate pedestrian waiting areas to the west side, tentative access closure, schedule must be indicated in the construction schedule and shall be notified 10 days before closure.

10. It is determined that the curb and sidewalk on the south side of Casa de la Moneda Street will be constructed while maintaining the dimensions and elevations of the existing (new) sidewalk.

Limits for the new sidewalk scope, see answer Question 1, wide to match existing, curb elevation to be at most 15 cm above grade and 1.5% side slope on the walkway.

11. The street's hydraulic slope shall comply with SCT standards for secondary roadways, featuring an average lateral cross-slope (crown) of at least 1.5% across the street's 8.50-meter width. This configuration is required because the storm water drainage grates are located on the south side, with the exception of those situated at the street's ends.

Due installation and improvements made by the city, storm drainage inlets were installed in one side of the street, (south bound) so typical street cross sections with a “crown” in the middle and both side slope is not applicable.

Requested design is to have a down spot elevation with the existing inlets and runoff coming from the diagonal high spots from the opposite side of the street.

12. Regarding working hours, U.S. Embassy personnel have indicated the following schedule:

12.1 Monday through Friday: 15:00 to 23:00 hours

12.2 Saturday: 09:00 to 14:00 hours

Yes, unless a special situation happens.

13. The roadway shall be handed over with appropriate pavement markings and curb painting.

Yes, with recognized and generally accepted good materials, typically used and approved by the government, see annex sketch.

Q2 Please confirm whether the Government's intended corrective objective is limited to pavement reconstruction, or whether the Design-Build solution is expected to address the root causes of ponding, drainage deficiencies, and recurrent settlement affecting Casa de la Moneda Street. Purpose:

The purpose of the site visit was to brief all prospective offerors about the solicitation and to see the locations where the NEC Repaving Casa de la Moneda Street will take place. It was also important to highlight that doing business with the U.S. Government differs from commercial practice because the solicitation and award processes are regulated under Federal Acquisition Regulations (FAR).

Minutes disclosure:

Attendees were notified the Site Visit minutes would be posted on Sam.gov under Contracts Opportunities to ensure other vendors who could not attend the walkthrough are not disadvantaged.

General directions for this site visit:

• This Site Visit was conducted in Spanish to ensure all the attendees had a thorough understanding.

• Attendees received instructions not to ask questions individually to any of the Site Visit leads. Instead, all questions were asked aloud so everyone could hear both the question and the answer.

• After the introductions, the site visit was led by the COR.

• Attendees visited the sections at the Embassy premises and proceeded to the site to inspect the pavement along Casa de la Moneda is significantly deteriorated due to age, heavy load traffic during NEC construction, inadequate drainage, and repeated patching following utilities installation included in the service scope. The Embassy team showed the vendor the surroundings of the work location and explained the required activities.

Amendments:

Amendments are intended to clarify or modify the solicitation. They may originate from:

• Issues raised by suppliers during the pre-proposal stage, at the conference, site visit, or at any time;

• To modify the dates on which proposals are received from suppliers;

• To clarify ambiguities, or;

• To change dates, dates of delivery, or specifications.

All amendments will be posted on Contracts Opportunities on sam.gov. The U.S. Government implements the Fair Release of information, in other words, what you tell one, you must tell all.

Questions

Prospective Offerors were requested to submit their questions via email to be compiled and included in the Q&A file.

Site Visit

Prospective Offerors toured at the Embassy premises and proceeded to the site to inspect the pavement along Casa de la Moneda street included in the service scope according to the date and schedule below:

o Monday, June 22, 2026, 10:00 am

Location: NEC (New Embassy Compound) Presa Angostura Col.

Irrigación, Miguel Hidalgo, 11500 Ciudad de México

The walkthrough began and ended at designated entry and exit points.

During the visit, participants received an overview of the full pavement reconstruction that addresses cited issues while restoring structural integrity, improving driving conditions, and extending the service life of the roadway required for this location, highlighting the scope of vendor’s responsibilities to perform the constructions services at the indicated areas.

During the walkthrough, the team reviewed that the roadway has experienced significant trenching operations in support of the substantial underground service requirements of the NEC.

Since the pavement along Casa de la Moneda street is significantly deteriorated due to age, heavy load traffic during NEC construction, inadequate drainage, and repeated patching following utilities installation, the awarded contractor will perform all necessary work to provide a Firm-Fixed Price Design-Build paving solution for the road section.

Prospective Offerors were reminded about the following:

o Offerors must not contact the Requesting Office for any issue or question related to this process.

o An active SAM registration is required to submit a proposal.

o This is a lowest priced technically acceptable solicitation process that will be based on Section 4, Evaluation Factor, which was reviewed during the Site visit.

o To be acceptable and eligible for evaluation, proposals must be prepared in accordance with Sections J and K and shall meet all the requirements set forth in the other sections of this solicitation.

o The U.S. Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror’s initial offer should contain the offeror’s best terms from a price and technical standpoint. However, the U.S.

Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary.

Submission deadlines:

1. Questions: Monday, June 29, 2026, before 11:00 hours, Mexico City time.
