No. Question Answer
What will the cleaning frequency be for the mechanical rooms?
One time per month, please see, Section 1-
Continuation to SF1449, subsection 5.0 Frequencies.
What material will the main entrance shade/overhead be? Example, Glass. Based on your answer, what will the cleaning frequency be?
Glass, however, these are outside the scope of this contract.
Will we have to separate the recycling or what is required from us as far as recycling for the NCC?
No. Occupants will be required to deposit recycling into the appropriate containers. The contractor will be responsible to empty those containers into the appropriate main container, which will collected by the recycling company. The contractor WILL NOT be required to manually separate different recycling materials.
Will we have to provide dish soap for the break room areas?
Yes, please see Exhibit 2-Contractors Furnished Materials, subsection 5-Expendable Supplies.
Regarding the windows inside and outside the main building, what will be our cleaning responsibility or how many meters do we have to clean of the total glass area?
From Section 5.0, vi and vii, interior glass cleaning is to be performed with spot cleaning daily, and deep cleaning once per week. High areas should be cleaned using an extension pole system which we will provide similar to the exterior pole system. Exterior windows are under vii as "Facade Glass and Frames" and require deep cleaning twice per year. The exterior side of the north facing fourth floor windows are not included, as they require a boom lift for safe access.
6 Do we have to clean the roof area?
No. All roof cleaning is outside the scope of this contract
Does the health unit area have specific cleaning specifications we need to follow?
Yes. All technicians who will perform cleaning in the Health Unit must have a Hepatitis B vaccine or proof of immunity. Any backup coverage staff etc. also must have that. For cleaning, the schedule and frequency will remain the same, but the chemical products used will be different and specific to that space. The consulate will provide those chemicals, but the contractor will provide the tools, rags etc. just as is the case for the other areas. Please see, Section 1- Continuation to SF1449, subsection 4.0 Special
Considerations.
8 What will the cleaning frequency be for the shops?
Cleaning of the floors, one time per month. All other cleaning will be the responsibility of the consulate staff.
Please see, Section 1-Continuation to SF1449, subsection 5.0 Frequencies.
Will we have dedicated storage spaces around the
NCC for our use? If so, how many, and where.
Yes. Each janitorial closet has limited storage, and two additional storage rooms.
10 Can we also bid for solar panels?
Solicitations for goods/services required by the U.S.

14 What frequency will the parking lot walls require?
Spot cleaning only as necessary. Full coverage cleaning once per year. Please see, Section 1-Continuation to SF1449, subsection 5.0 Frequencies.
Is there a special cleaning specification for the anti-graffiti walls around the NCC?
The exterior walls treated with anti-graffiti coating should be cleaned with water. If that is insufficient, then a mild soap solution may be used. Please see, Section 1-Continuation to SF1449, subsection 5.0
Frequencies.
Are we required to use and purchase biodegradable products?
Please see, Exhibit 2-Contractors Furnished Materials, subsection 5.0 Additional Considerations.
Will we have to provide products such as shampoo for the showers?

See the answer to question 21
Regarding the responsibilities for furnishing hand wash soap and toilet paper. According to the document, on Exhibit 3, page 37. GOVERNMENT FURNISHED PROPERTY: 4. Expendable Supplies.
It states that the US government will furnish expendable supplies and chemical supplies, while our company, as the contractor, will furnish non-chemical supplies. However, hand wash soap and toilet paper fall into a category of expendables that requires clarification to determine which party is responsible for their provision.
To avoid any confusion and ensure our compliance with the agreement, I kindly request your guidance on the following:
a) Hand Wash Soap: Could you please clarify if the responsibility for providing hand wash soap rests with the US Government as the provider of expendable supplies, or if it falls under the scope of the contractor to furnish non-chemical supplies?
b) Toilet Paper, trash can liners and multifold paper towels: Similarly, I would appreciate clarification on whether the provision of toilet paper, trash can liners and multifold paper towels would be furnished by the US Government as expendable supplies or if it should be included as part of the non-chemical supplies to be provided by the contractor.
Exhibit 3 Section 4 (Expendable Supplies) already specifies this. All expendable supplies EXCEPT cleaning chemicals are the responsibility of the contractor. The
USG is only providing chemical cleaning supplies, everything else is under the contractor to provide. This includes, but is not limited to, hand wash soap, toilet paper, trash can liners, multi-fold paper towels etc.
This clause references the contractor being responsible for all expendable supplies furnished to them, which in this case is only the chemical cleaning products.
All standard services are to be delivered on regular Consulate working days from Monday to Friday from 6:30 to 18:00?. Based on our understanding, no janitorial services are required on Saturdays?
Can other non regular maintenance services such as extraction cleaning or strip and wax of hard floor surfaces be performed on weekends outside of the regular cleaning schedule?
An addendum will be issued to clarify this. The contractor will be permitted to work Monday -
Saturday, from 07:00 - 18:00. This is a window of available time, not a requirement for the contractor to have everything fully staffed throughout that time. It is up to the contractor to determine how to schedule their staff within that window to fulfill the contract requirements.
For section 5.0 (Frequencies), daily refers to Mon to Fri, and is not required on Saturday. Saturday is an available day to perform any work necessary to fulfil the requirements, but will allow more access for typically difficult items like deep cleaning of floors etc.
Section 1, Box: How do we pay the James Zadroga tax? Do we notate it on the invoices?
See the full text of applicable FAR Provision 52.229-11, Tax on Certain Foreign Procurements—Notice and
Representation (Jun 2020) and FAR clause 52.22-12, Tax on Certain Foreign Procurements—Notice and
Representation (Feb 2021).
Page 4, 1.0.3- Does it take more than 10 days to obtain insurance in this area?
Each Contractor will submit the applicable insurance, permits, certifications, etc., consistent with Section 3 of the solicitation.
Contractors are responsible for contracting insurance providers.
Page 6 1.1.3- Define “All other benefits” that Contractor has to pay under “Premium Pay”.
Local Mexican labor law requires the Contractor to abide by local law and pay their employees the applicable benefits and payments for their work. “All other benefits”, simply means that the Contractor is required to pay all applicable benefits, payments, salaries, etc. required by local law.
Page 12 1.3.1.9- Is the hose Government or
Contractor provided?
The USG will provide hoses that the contractor may use to connect their power washer.

Page 14 1.3.4.1 How many windows are there? How high up are they? Is a ladder or lift required? If so, is the ladder or lift Government or Contractor provided?
As specified in 4.0 Special Considerations, section 8 Window cleaning, the USG will provide a specialized exterior window cleaning pole system. This system is capable of cleaning up to 20 meters without a ladder.
No ladder or lift will be used to clean windows. Those
4th floor windows on the north side that are not able to be cleaned with this pole system will be cleaned under a separate facade maintenance contract. Interior window cleaning will be done with a similar provided pole system designed for interior cleaning.
All materials, supplies, equipment etc. necessary to clean the windows will be provided by the contractor with the exception of the pole systems.

This is for each Contractor to investigate and identify for themselves as they are the subject matter experts in providing the service requested.
