First Set of Questions-and-Answers (Qs&As)

Request for Quotations (RFQ) No. 19JA80-18-Q-0010

Janitorial Services For U.S. Consulate Fukuoka, Japan

Question 1:

“Is this a new requirement or is there an incumbent?”

Answer 1:

This is not a new requirement. There is an incumbent.

Question 2:

“If there is an incumbent, who is the incumbent and what is the value of the contract; all option years included?”

Answer 2:

The incumbent is Shin-Ei Real Estate Business Co., Ltd., 6-24-16

Shinjuku, Shinjuku-ku, Tokyo, Japan.

The U.S. Government does not believe the current contract SJA800-15-

C-0004 pricing information is relevant since there have been changes to the requirements and terms and conditions in this new competitive solicitation. Therefore, the U.S. Government believes each prospective quoter/offeror must review the solicitation requirements and terms and conditions to make their own pricing assumptions in developing their quoted prices for the base year and each option year for these required services.

Question 3:

‘Under 1.2.2.3 There is mention of a “Certified Janitorial

Inspector”. Under what governing body is the certification required?

Our research has led us to quite a few associations that issue certifications in this field.’

Answer 3:

The Japan Building Maintenance Association (JBMA) conducts the building cleaning technician examination. It is an incorporated association authorized by the MHLW or Ministry of Health Labor and

Welfare, as a public service body to deal with society’s demand for securing comfortable building environments. The institution of companies registered under the Building Sanitation Law designated by the MHLW to carry out various types of business to improve the quality of the industry.
