About this file
This is a Questions and Answers document for Request for Quotations (RFQ) No. 19JA7026Q0122 issued by the Consulate General of the United States of America in Sapporo, Japan, dated September 3, 2026, concerning the Staff Room (Room B3) Restoration project.
The document addresses five clarification questions from bidders regarding project specifications and requirements. Key decisions include: (1) floor substrate must be concrete as specified, with timber substrates rejected; (2) the contractor shall restore the existing telephone modular outlet using existing cable with no new cable required, and shall not coordinate with or arrange work through the telephone contractor; (3) removal and relocation of existing modular telephone outlets remains the contractor's responsibility; (4) ceiling-to-slab measurements are provided (structural slab to existing ceiling: 940 mm; beams to existing ceiling: 560 mm); and (5) carpet tile flooring must be SANGETSU NT-7004 (NT 700 Neo, as used in 2015) or an equivalent current SANGETSU product matching the specified design and color, with the contractor responsible for verifying the current product number and ensuring matching specifications. The standard-grade NT-350 Series was rejected as unacceptable.

Questions and Answers
Request for Quotations (RFQ) No. 19JA7026Q0122 Staff Room (Room B3) Restoration at the U.S. Consulate General in Sapporo.
Question 1:
The floor substrate is specified as concrete. May we use a timber substrate instead for the following reasons?
Reasons:
1. Concrete construction would increase indoor humidity and require a longer drying period.
2. The increased humidity could cause mold growth in adjacent rooms.
3. A timber substrate would shorten the construction period and simplify the work.
Answer 1:
No. Constructing the floor with lumber is not acceptable. Pour concrete as specified in the scope.
Question 2:
Regarding the use of the telephone system after the renovation, please coordinate with the telephone contractor who currently provides services at the Consulate and arrange for the required telephone wiring separately. We can work installation of conduits only.
Answer 2:
The contractor shall restore the telephone modular outlet using the existing cable. No new cable is required.

Consulate General of the United States of America
Question 3:
As with Question 1, the existing modular telephone outlets will need to be removed and relocated.
We would appreciate it if you could arrange for your telephone contractor to handle this work.
Answer 3:
Same as answer 1.
Question 4:
Could you please let us know the measurement from the ceiling board surface in the staff room to the structural slab above the ceiling?
We forgot to measure this dimension during the previous site visit. We apologize for the inconvenience.
Answer 4:
The measurements are as follows:
• Structural slab to existing ceiling: 940 mm
• Beams to existing ceiling: 560 mm
Question 5:
Regarding the floor finish, the specification indicates Sangetsu carpet tiles. Would it be acceptable to use the standard-grade NT-350 Series?
Answer 5:
Furnish SANGETSU NT-7004 (NT 700 Neo, as used in 2015), or an equivalent current SANGETSU product with the same design and color. The Contractor shall verify the current product number and ensure that the proposed carpet tile matches the specified design and color.
