19GE5025R0047 QUESTIONS AND ANSWERS SET TWO

1. Q: The following reference to FAR 52.216-19, Order Limitations (Oct 1995) is provided with the solicitation:

52.216-19 – ORDER LIMITATIONS (OCT 1995)

a. Minimum order. When the Government requires supplies or services covered by this contract in an amount of less than US$ 5,000.00 (or equivalent in local currency), the Government is not obligated to purchase, nor is the Contractor obligated to furnish, those supplies or services under the contract.

b. Maximum order. The Contractor is not obligated to honor--

1. Any order for a single item in excess of US$ 250,000.00 (or equivalent in local currency).

2. Any order for a combination of items in excess of US$ 500,000.00 (or equivalent in local currency); or A series of orders from the same ordering office within 5 days that together call for quantities exceeding the limitation in subparagraph (1) or (2) above.

Request the Government explain how this FAR clause relates to the maintenance and service work to be performed under this contract.

A: The Government intends to issue an Indefinite Delivery Indefinite Quantity type contract. The quantities services specified in the Schedule are estimates only and are not purchased by this contract. The Government only guarantees the guaranteed minimum.

The Government shall order at least the quantity of services designated in the Schedule as the “minimum.” The Contractor shall furnish to the Government, when and if ordered, the services specified in the Schedule up to and including the quantity designated in the Schedule as the “maximum.”

2. Q: Solicitation page 9 of 86, para 2.2 mentions “restore full monitoring of fire sprinkler functions at fire detection panel/alarm panel.”

We do not know the extent the panel needs to be restored and cannot calculate this objective. Request the Government clarify the current state of the panel and exactly what the Offeror will be required to restore.

A: Paragraph 2.2 relates to the clearing of “Supervisory”, “trouble”, and “alarm” codes following maintenance work performed on the system. The panel should be returned to normal operations following each service visit.

19GE5025R0047 QUESTIONS AND ANSWERS SET TWO

3. Q: Solicitation page 9 of 86, para 3.1 mentions “The Contractor shall provide all repair services necessary to meet objectives shown in 2. above.”

Offerors understand this contract is to perform maintenance tasks associated with the wet fire protection system and fire sprinkler system, including maintenance requirements identified in the tables shown on pages 10-12 of 86. The term “repair” mentioned in paragraph 3.1 is vague and the intent here is not understood. Request the Government clarify the intent of the word “repair” in paragraph 3.1? How are repair items priced/differentiated from maintenance tasks under this contract?

A: Any “repair” services will be issued as separate purchase orders outside of this contract.
