A6. All vendors (worldwide) are invited to submit an offer that meets or exceeds the minimum requirements listed in the solicitation.

Q7. Do you provide tax exemption for foreign vendors?

Q8. In the pictures of the uniforms provided, there are Velcro patches for the chest/badges/ranks. Is the contractor required to provide the uniforms with Velcro patches?

A8. Offerors should send their quotations of military suits upgraded only with Velcro patches for ranks on shoulders. This solicitation does not require Velcro patches for chest or badges.

A11. Samples shall be sent to an address in Beirut, Lebanon. Full address will be provided upon award.

Q12. With regards to the samples, what is the turn-around time expected once the samples are received and approval provided? The reason for this question is to ensure that an ample timeline is available from the receipt of samples to approval of the samples. The best way to go around this would be to have approval samples signed off to see color, design, size, etc., before production begins. This way we will avoid any major exchange policy in sizes.

A12. The turn-around time is around two weeks upon receipt of samples.

Q13. For the uniform, the specifications mention short and long; can you please clarify what this means? Does this relate to short sleeve and long sleeve or does this relate to the fit as in long leg so more seam in length or short leg so less seam in the length?

A13. In general, short and long sizes measure the length while the second letter of the size measures only the height. For example, SR: Small length uniform with regular height.

Q14. Since the uniforms are two-piece sets, does the uniform also require Fatigue caps?

A14. No.

Q15. Please send us more details pictures of the uniforms, for example back view, side view for both uniform and pant.

A15. Additional example pictures are provided in solicitation amendment 0001 as:

Q16. May my company team with its local partner to deliver on this requirement? My company’s OCONUS office would be responsible for the fabric/materials and manufacturing, quality, supply-chain, custody control, etc., and our local partner would be responsible for clearance and final delivery. Please advise if this teaming and workshare will be deemed acceptable.

A16. Teaming arrangements are acceptable; however, the offeror shall clearly identify the prime contractor in its offer. The prime contractor must be registered in SAM - and this may be a joint venture or a prime working with subcontractors. Your attention is directed to FAR 9.604(e).
