Internet Provider Services (IPS)

Embassy of the United States of America

Kinshasa Congo Solicitation 19GE5022R0110

Questions and Answers

Amendment 0002

Q1: Amendment 0001 – SOW Page 4 – Section Service Type E Do you require routers for each of the 4 locations that will provide connectivity over the SIM cards— or do you just need the SIM cards for these 4 locations?

A1: No, only Sim cards

Q2: Service type G :

what is the speed required ? Also, once it is mentioned MSGR Dedicated Internet, then Shared Internet. As per pricing Excel sheet, you want 2 separated connections, right ?

A2: Dedicated Internet Network (DIN) is an internal expression to identify a connection for internet only(No enterprise data) usage.

Yes, the two residences are approx 100m apart with walls and trees in between. Unless the provider is willing to interconnect them and provide maintenance service free of charge, the two residences (Av Dumi and Av. des Aviateurs) should have their own separate links.

Q3: Service type H :

Your request is 150 Mbps but 9 sites are listed, do you want to mutualized 150 Mbps between 9 sites ?

A3: No (Three different links: 100mbps, 40mbps and 10mbps)

100mbps : (ISP1 to the Chancery)

40mbps : (ISP2 to the Chancery) :Refer to amendment 0002

10mbps: (Any to the JAO)

Q4: What is the physical address for these 3 residence locations:

o IO Residence Kinshasa o CAO Residence Kinshasa o American Center Kinshasa

A4:

7. IO Résidence Kinshasa: Belle-Vue #16 - #7 Avenue de l’OUA

8. CAO résidence Kinshasa: Belle-Vue #5 - #7 Avenue de l’OUA

9. American Center Kinshasa: 498 LT. Col. LUKUSA Av

Q5: We understand that for each of the residences we should estimate the bandwidth needed based upon a maximum of 10 people on the network:

o Do you have a target bandwidth per person you want the users to have available?

o If there is no target, can you share what types of internet applications will be used most (video streaming, VOIP calling, basic surfing, etc)?

A5: Video Streaming will be the reference. That is the reason the type of service requested is “Shared internet Service” with a minimal guaranteed 3 to 5mbps and up to the maximum available.

Q6: We understand that for Service Type A there should be 1x link at 40 Mbps with microwave backup and another link at 100 Mbps with microwave backup. The 100M link portion needs to be protected by another ISP. We have multiple upstream ISPs from our control room to the internet.

Our question is, do you want us to quote the 100M link as a protected link (separate fiber paths from Embassy to our control room and each one takes a different ISP out with failover)—or do you plan to award the 100M link to 2 different companies/bidders and we should quote it as a single link that is not protected? Knowing the intention will help us price that portion of the services properly.

A6: Yes, Each one with a different ISP Refer to Amendment 0002

Q7: For Service Type E— We understand that we can provide fiber instead of LTE sim cards for the areas we have coverage:

o What is the expected bandwidth speed per location that is needed for these areas if on a fiber link?

A7: in case of fiber. We would like for it to be a shared type internet service with a minimum guaranteed bandwidth of 2mbps and maximum as available.

Q8: For Service Type E— do you require routers and SIM cards to provide the services for the LTE locations we propose— or do you only need SIM cards for the services there?

A8: Only sim cards

Q9: For Service Type F — can you please confirm you only need SIM cards for the services at the 25 locations—or do you need routers as well to provide the WAN link?

A9: Only sim cards

Q10: For Service Type G— can you please confirm that the bandwidth to these 2 buildings should be 150 Mbps on a shared circuit of 10:1 or greater?

A10: The request here is to have a shared internet connection for each building. What max bandwidth might be available to your network is not a problem as long as you could guarantee 3 to 5 mbps as the minimal.

Q11: We see that Service Type H that was introduced in the 1st Amendment is now all rolled back up into Service Type E—can you please give us confirmation that this there is nothing left for a Service Type G now?

A11: Refer to Service Type G section

Q12: What are the delivery locations for Service Type F

A12: Portable router / Mobile service

Q13: LOT G : CHANCERY- RESIDENCE

Résidence MSGR 1 : 119 Av/ Dumi - Connexion par F.O et 1 IP/site :

We need to make a site survey to check how to pull the fiber optic cables from the Chancery IT Room to the MSGR1 Residence?

A13: No Fiber is to be pulled from the Chancery IT room for this connection. This connection is to be delivered from the carrier to the MSGR 1 directly.

Q14: LOT G : CHANCERY- RESIDENCE

Résidence MSGR 2 : 119 Av/ Dongo - Connexion par F.O et 1 IP/site:

Q15: Bandwidth for MSGR1 and 2:

A15: Please provide your offer as requested in the SOW.
