DATE: June 4, 2019 POST: Georgetown, Guyana SUBJECT: CMR Roof Replacement
This Information to Offerors is to provide answers to questions posed by the bidders and to provide supplemental information to the bidders. This information is non-binding and is not part of the Contract Documents.
1) What will be the procedure for the removal of waste material from the Existing Structure? Do we have to place them in a special container or will there be a third party picking up the waste materials from the Project Site?
• The contractor is solely responsible for removal and disposal of debris per Specification section 02072.3.03C, “Promptly dispose of obsolete equipment and debris at authorized disposal site each day.”
2) Will the Client provide us with a storage area (indoor and/ or outdoor for liquid products in order to protect them from sunlight, etc.) within the premises (or outside of the project site) in order for the safe storage of all the materials, tools, equipment, etc.? If yes, what will be the square footage of the storage area?
• Per Specification section 01020.1.05, o 1.05 STORAGE OF MATERIALS:
A. Proper storage of materials is the sole responsibility of Contractor. Protect all materials susceptible to moisture including, but not limited to, all roll goods, insulation, cant strip, wood, and plywood in dry, above ground, watertight storage. Keep all labels intact and legible, clearly showing the product, manufacturer, and other pertinent information.
B. Store materials on site. Cover and protect materials subject to damage by weather, including during transit. Stored materials shall be available for inspection.
C. Store flammable and volatile liquids in sealed containers located a minimum of 20 feet from existing buildings.
D. Liquid products shall be delivered sealed, in original containers. Store roll goods in an upright position.
E. Distribute material, debris, and equipment over the roof deck to avoid damage to the structural deck. Place materials and equipment to be stored on the roof as nearly direct over structural members as can be determined. Secure equipment, material, and debris on the roof to prevent movement by wind or other elements.
3) Will the Client provide any office spaces (container, etc.) within the project site for
Contractor’s key personnel?
• Any required office space for contractor personnel will be the responsibility of the contractor. Staging locations are provided on site and outside the perimeter wall and it is the contractor’s decision to utilize some of the designated space for site office.
U.S. Department of State Roof & Façade Management Program
4) According to the clause C.2.5.1 of the solicitation documents, It is stated that all the equipment incorporated into the project shall be new. Can we rent any of the construction equipment (manlift, mobile crane, etc.) for installation during the construction period?
• The above reference clause is related to “installed” equipment or materials. Equipment for installation or construction purposes, to be removed from site at the end of the project may be rented or contractor owned.
5) According to the clause C.2.2.7.4 of the solicitation documents, it is stated that Contractor shall take all necessary precautions to assure a watertight condition in the operation portion of the building during construction. We will secure the area with a temporary tent structure and PE sheet foil. Is this acceptable?
• Per the above referenced clause, it is the contractor’s responsibility to maintain a watertight condition of the house. Per Specification Section 02072.1.03B, “Coordinate roof work so that no more existing items are removed in one day than can be replaced with new roofing work in same day.” Additional temporary waterproofing practices (Tarps, PE Foil Sheet, etc.) are left up to the contractor with the understanding that damage to the interior space due to water infiltration during the project is the responsibility of the contractor to rectify.
6) According to the clause B.5 of the solicitation documents, Only the countries listed currently on the DOL’s Active DBA Waivers are not required to have DBA insurance for Host Country Nationals (HCNs) and Third Country Nationals (TCNs). Does a DBA Insurance need to be implemented even though a TCN contractor is on the list of DOL’s Active DBA Waivers even if The Project Host Country Guyana is not included on the list?
• DOL’s Active DBA Waiver list refers to the country where the work will be performed, and signifies that the waivered country already has laws and regulations in place to protect workers in the case of injury. As noted, Guyana is not on the waiver list;
therefore, all workers must be covered by DBA insurance.
