About this file

This is a Questions and Answers document from a virtual pre-proposal conference for Solicitation 19GB5026Q0025, a Trash Collection Services Contract for the U.S. Embassy Libreville held on September 17, 2026. The document addresses clarifications on submission requirements, scope of work, and contract terms for prospective offerors.

The contract requires comprehensive trash collection services at the Embassy compound and designated Akanda residences, encompassing 16 containers of 240 liters and 9 dumpsters of 3,700 liters each across 20 locations. Pricing is structured as 8 "Collect and Transportation" units per month, with each unit representing one complete scheduled collection round covering all designated locations and containers. The base contract period is 12 months from Notice to Proceed, with three one-year option periods and an additional FAR 52.217-9 option period, for a four-year maximum duration. Temporary additional services are structured as an IDIQ arrangement for special-event support, with a minimum of 96 and maximum of 2,000 one-location pick-ups over the full performance period. Offerors must submit offers in two distinct volumes (price and technical), with the controlling deadline of September 24, 2026 at 15:00 Libreville time. U.S.-registered prime contractors may satisfy Gabon-specific licensing, permits, local business documentation, personnel, equipment, and operational requirements through qualified Gabonese subcontractors. All quoted prices must include insurance (DBA Insurance quotes required but not yet to be purchased), overhead, and profit. SAM registration is mandatory at time of offer submission. Award will go to the lowest-priced technically acceptable offer from a responsible contractor, evaluated on total evaluated price including all quantities and options.
